  • All Fees are charged per application.
  • First time resident Alabama applicants and spouse of an active duty reserve, or transitioning member of the US Armed Forces, including the National Guard, or a surviving spouse of a service member who, at the time of his or her death, was serving on active duty, who has relocated to a station in Alabama will not be assessed a fee for a new license. Documentation will be requested after application is received.

Rules and Regulations

Applicant Can

  • Submit initial license for individuals electronically.
  • Submit for major lines of authority.

  • Reinstate/reapply through NIPR's Resident License (RL) Application.

Business Rules

  • Applicant must be eighteen (18) years old or older as determined from the applicant's date of birth. Title Insurance applicants must be nineteen (19) years old or older.

  • Non-Citizens of the U.S. must have a resident license for selling insurance in one of the fifty (50) U.S. states.

  • Applicants for the Variable Life and Variable Annuity line of authority (LOA) must supply FINRA CRD number on application.

  • Variable Life and Variable Annuity applicants must hold an active resident Producer Life line of authority or apply for a Life line of authority to be eligible for Variable Life and Variable Annuity.

  • Resident Surplus Lines Broker must submit Form AL-SLB-13 and proof of $50,000 bond purchase and send to the state.

  • Applicant applying for Surplus Lines Broker license must hold a Producer License with the Property & Casualty lines of authority.

  • Beginning January 1, 2025, each broker shall file a quarterly report (ID-12) after the effective date of any such insurance transacted validating that coverage was written through the unauthorized market.

  • A Surplus Lines Broker is required to file on or before March 1st, an annual ID-15 tax form for all Surplus Lines insurance transacted during the preceding calendar year via NAIC OPTins at https://www.optins.org/.

    IMPORTANT: Beginning January 1, 2025, if no business was transacted during the preceding calendar year, a 'zero' filing of the Annual Tax Statement (Form ID-15) is not required.

  • ALDOI Surplus Lines Broker Filing Instructions at https://aldoi.gov/SurplusLineWeb/PDF/SLProcessInstructions.pdf. Failure to comply, can result in revocation or suspension of the Surplus Lines Broker's license - Code of Alabama, Section 27-10-32: http://alisondb.legislature.state.al.us/alison/codeofalabama/1975/131455.htm.

  • Applicant must provide a valid residence address. The residence address may not contain a P.O. Box.

  • Title Insurance Agent, and Temporary Producer license classes require an appointment before transacting business.

  • Temporary Producer applications must be submitted by an Authorized Insurance Company Representative and NOT by the Individual Agent.

  • Applicants may not apply for or hold Portable Electronics Insurance Small and Large simultaneously.

  • Applicants for Title insurance Agent must have an Alabama business address.

  • Apprentice Adjuster applicants must be affiliated with an Adjuster who is actively licensed in Alabama upon application. Apprentice Adjusters cannot be affiliated with more than 5 licensed Adjusters.

  • Fingerprint check is required for all Individual Resident applicants that are applying for the following license class and LOA combinations:

  • Applicants applying for license classes that require Fingerprinting must submit an application within 30 days after completing their Fingerprinting check. The fingerprint results will remain in Alabama system only for 30 days after applicant has completed their fingerprint check. If the application reaches the DOI after those 30 days, applicant will have to get fingerprinted again and repay the required fee.

  • Individual Resident applicants amending their current license that requires fingerprinting must take a fingerprinting check if they have not previously gotten one or the license that was issued from the previous fingerprint check has been issued for more than one year.

  • Alabama Citizenship Law

    • Under Alabama Act no. 2011-535, an alien who is not lawfully present in the United States and who is not defined as an alien eligible for public benefits under 8 U.S.C. § 1621(a) or 8 U.S.C. § 1641 shall not receive any state or local public benefits, including a professional or commercial license provided by an agency of state government.
    • Any person who knowingly makes a false, fictitious, or fraudulent statement or representation in a declaration of United States citizenship commits perjury in the second degree, a Class A misdemeanor punishable by a definite term of imprisonment in the county jail or to hard labor for the county of not more than one year and a definite fine not exceeding $6,000. Alabama Act no. 2011-535, § 7(h).
    • Eligibility will be verified through the Systematic Alien Verification for Entitlements program operated within the United States Department of Homeland Security.
    • Beginning on December 15, 2015, Proof of U.S. Citizenship is required for all applicants and licensees. Proof may be submitted using this link: https://aldoi.gov/LicenseeCZ/Initial.aspx.  Proof is required in accordance with the Beason-Hammon Taxpayer and Citizen Protection Act.  Citizenship verification is required of ALL APPLICANTS.  There are sixteen different identifiers, including your official driver's license, any one of which can be used as proof.  Your license will not be renewed or issued until this documentation is received.  If information is not received within 10 days your application will be rejected.  Please note:  fees paid are non-refundable.
    • If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. 
    • Please note: There may be a variance of seven (7) to ten (10) days between the effective date communicated in the email response generated from NIPR's online application and the actual effective date assigned by the state of Alabama. The actual effective date will be submitted to the Producer Database (PDB) and printed on the license. To verify the effective date, please visit the state.
  • Please note: Alabama requires notification of address or email address change within 30 days of address change or an address violation fee will be assessed. If you hold an active license in Alabama you must use the Contact Change Request application by visiting the CCR Announcements. If your license is inactive on the Producer Database you must contact Alabama directly to make an address change. Updating an address within an initial or renewal license application will not update in the Alabama system.

  • Predetermination Online Form: For prospective Producers and Adjusters looking to be licensed in Alabama. This form would allow those who may have some sort of legal issues to submit that information before applying to help determine the “likeliness” of licensure. However, it is not a prerequisite to obtain licenses.
