Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

Applicant applying for Excess Lines must hold an active Property and Casualty Broker license with Property and Casualty.

Applicants may reapply for expired license once the license is in ‘inactive’ status on PDB.

Applicants who are reapplying for an expired license within 2 years of the license expiration date must be compliant with Continuing Education (CE)requirements. Applicants who are reapplying more than 2 years following the license expiration date will be treated as a first-time applicant and must have a passed exam record to apply.

Applicant’s applying for ‘VARIABLE LIFE/VARIABLE ANNUITY’ line of authority must be actively licensed for ‘Life’ line of authority for the same license class on PDB or be applying for ‘Life’ line of authority for the same license class at the same time.

Applicant’s applying for ‘VARIABLE LIFE/VARIABLE ANNUITY’ line of authority must supply CRD# on the application.

Applicant must supply a residence and/or business address that is in New York. If both the residence and the business address are outside of New York, the transaction will be declined.

Applicants are exempt from exam if applying for new resident license within 90 days of cancelling former resident state’s license.

New York does not have any additional/separate requirements for applicants who are non-citizens.

PO Boxes and Private Mailboxes (PMB) are only permitted in the Mailing address field. If a PO Box or Private Mailbox is supplied in the residence or business address fields, he transaction will not be allowed.

Applicants with a status reason of Revoked can reapply after a period of 1 year.

If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

As soon as the license is issued, the applicant will be able to print electronically by accessing the Department's website. Use the Producer Search to determine if the license has been issued and the license number to print the license.

When attempting to access licensing applications, please include the alpha characters ('LA-','PC-','BR-' etc) in front of the New York license number.
- Life Settlement Broker applicants must have a passed exam record on file, or the applicant must be actively licensed for ‘Life’ line of authority (LOA) on the Life/Accident & Health Agent and/or Life/Accident & Health Broker license classes.

- New York requires fingerprinting to be completed for the following license types. This will apply to first time applicants and applicants who are applying two or more years past their license expiration date. Applicant is required to submit a receipt from the fingerprint vendor. The fingerprint receipt may be uploaded to the Additional Documents section of the NIPR Attachments Warehouse

New York Department of Financial Services licensees are required to comply with Cybersecurity Regulation (23 NYCRR Part 500), which requires the establishment of a cybersecurity program to protect non-public information and has filing requirements that must be met. A copy of the regulation, FAQs, and more information about cybersecurity can be found on the DFS Website. Failure to implement a cybersecurity program and comply with the regulation could result in serious harm to your institution and may subject you to disciplinary action.

New York State Authorized IdentoGO Locations
Only New York State Authorized IdentoGO Centers may be used. Not all IdentoGO sites are authorized for use.
Use the IdentoGO website to locate a New York State Authorized IdentoGO enrollment center
- Enter the correct Service Code (see below) for your license type and hit 'Go'.
- At the top of the screen you will see the service code you entered and the name of the associated license. Make sure it is correct.
- Select 'Locate an Enrollment Center'. You can search for a New York State Authorized IdentoGO Center by using current location, postal code, city and state, or airport code.
Appointment Scheduling
Appointment scheduling via the IdentoGO website is available at all times. Appointment scheduling via phone is available from 9:00 a.m. to 9:00 p.m. Monday through Saturday.
To schedule an appointment for fingerprinting, note your Service Code (see below) and go to the IdentoGO website or call IdentoGO at (877) 472-6915.

To avoid rejection, please make sure your personal information is consistent across all ID documents.

Fees
You will pay a fingerprinting fee at the IdentoGO Center at the time of your appointment. If fingerprinting is done at a New York authorized IdentoGO Center located outside of New York State, an additional and separate fee will be charged.
If you enroll under the wrong service code your prints cannot be used and you will need to enroll again and incur additional costs.
Receipts
At the IdentoGO Center, your ID documents will be reviewed, fingerprints will be taken, and your photo will be taken.
You will be given two receipts indicating your name, fingerprinting location, date and time, fee paid and reason for fingerprinting. You must submit/attach one receipt to DFS with your application, submission or biographical affidavit as proof of fingerprinting. Retain the other copy for your records.
