Business Rules

  • Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

  • Individual applicant's NPN must match current PDB record.

  • Applicant must enter FINRA CRD number on application if applying for Variable Life/Variable Annuity.

  • Surplus lines license applicant must have an active non-resident Pennsylvania producer license with property & allied lines and casualty & allied LOAs prior to applying.

  • Applicant may reapply for a new license electronically one year after license expiration.

  • Reapplication of license is accepted through Non-Resident Licensing (NRL) if license is inactive and LOA status reason is NOT "Failure to Renew- Reinstateable."

  • All LOAs that do NOT have the status reason "Failure to Renew- Reinstateable" must reapply through Non-Resident Licensing (NRL) for a new license.

  • Non-Resident Public Adjuster, Motor Vehicle Physical Damage Appraiser and NR VIATICAL SETTLEMENTS BROKER license classes cannot reapply through initial application from 1 to 60 days after license expiration. Applicant is allowed to late renew through NRR up to 60 days following license expiration date.

  • Applicants cannot reapply for or reinstate license day 61 through day 63 after expiration date (may apply on day 64).

  • Applicants applying for Non-Resident Title Agent license must pass required Pennsylvania examination and obtain a Surety bond of no less than $100,000 prior to transacting business in Pennsylvania.

  • Applicants applying for Non-Resident Title Agent license are required to submit fingerprint documentation to the state of Pennsylvania.

  • Individuals should not register for a fingerprinting appointment and submit their fingerprints until after they have passed any examination requirements and applied for licensure. Any fingerprint results received without a corresponding license application will be destroyed, and individuals will be required to repay the fingerprinting fee and resubmit their fingerprints at an IdentoGO center.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents are stated as follows and may be submitted to the state via mail, email, or fax:
    • A written statement summarizing the details of each incident.
    • A copy of the petition, complaint or other document that commenced the criminal, lawsuit, arbitration, or mediation proceedings.
    • A copy of the official document, which demonstrates the resolution of the charges or any final judgment. Pennsylvania will also accept emailed documentation to the compliance unit

PA does not track the owners, officer, partners, directors, etc. of a business entity unless the individual is a DRLP.

For resident individual producers who need to obtain a clearance letter for change of home state purposes or surrender their license or line of authority, a request form can be obtained here.

For non-resident individual producers or business entities, the license may simply expire by disregarding the renewal invoice. If early surrender is required, a request form can be obtained here.
