Business Rules

Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

Applicants applying for a resident license who hold an inactive non-resident license should be allowed to apply.

Applicants will be prevented from applying electronically if they hold an active resident license in another state while applying for a resident license in Vermont.

Applicant must have passed the required exam before applying for the requested license.

P.O. Box or private mail box (PMB) addresses will not be accepted for residence address.

Applicants for the variable line of authority (LOA) must supply FINRA CRD number on application.

Applicant must have an active or be applying for a Vermont resident producer life license to request variable life and annuities LOA.

Resident producer license class must actively carry property and casualty LOAs with Vermont to be eligible to apply for surplus lines license class.

Insurance Producer License class must actively carry Property and Casualty LOAs with Vermont in order to be eligible to apply for Surplus Lines Broker License class.

Adjuster applicants must hold Property and Casualty LOAs simultaneously.

Please allow up to 10 business days to process the application. If your application was accepted, please visit the Vermont website at https://dfr.vermont.gov/industry/insurance/producer-and-individual-licensing and choose Check the Status of a License. You will be able to print documentation containing the status of your license.

If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
- IMPORTANT NOTICE:
- Vermont producer licenses expire on a common expiration date of March 31 of odd years. If you apply for a license now, you will pay the initial license and application fee for a license that expires on March 31, of the current odd year, or the next odd year which ever is sooner. You will also receive an invoice for the license renewal fee prior to the expiration date of that license.

Currently, they send the changes into the Department. It can be done via email to dfr.producerlicensing@vermont.gov or fax to 802-828-1633.
Changes to Owner’s Partners Officers and Directors do not need to be reported to the state.
They would send the request in as a voluntary surrender of license, must be signed and dated by the individual licensee. They can scan and email attachment, fax, or send regular mail to: Attn: Producer Licensing, Department of Financial Regulation, 89 Main Street, Montpelier, VT 05602-3101.
