Rules and Regulations

Applicant Can

  • Submit initial license for individuals electronically.
  • Submit major lines of authority.
  • Submit limited lines of authority.
  • Submit Surplus Lines for individuals.
  • Submit add lines of authority (amend) to an existing active license.
  • Submit reinstate/reapply through NIPR's Non-Resident License Application.
  • Print license electronically.

Business Rules

  • Requirements for All Applicants
    • Be at least 18 years old or older
    • Name, birth date, license number, state of residence, Tax ID, and National Producer Number (NPN) must match current Producer Database (PDB) record for resident state.
    • Florida and Pennsylvania residents applying for a Title license will need to pass the Virginia Title License Exam. A pre-licensing course is not required. Visit https://www.prometric.com/virginia/insurance. Prometric (1-866-891-6396) for more information.
    • Applicant’s resident/mailing address must not be in Virginia jurisdiction
    • Phone and fax numbers provided cannot begin with one (1)
  • If one (1) or more lines of authority (LOAs) in the transaction are declined by the gateway, then the entire transaction is declined and not sent to the state.

  • An affiliation is not required, and the applicant may skip the "Affiliations" page on the uniform application

  • Individual applicants may reapply one year after line of authority status date if status reason is Failure to Renew.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

  • Please allow a minimum of fifteen (15) business days for processing before contacting the Bureau concerning the status of an application. To search for Virginia license numbers please visit the state website.

  • Please note: An application is considered unapproved and closed after thirty (30) calendar days if the applicant does not provide all required documentation. A new application and non-refundable processing fee is required.

  • License-specific Requirements
    • Property & Casualty:
      • Applicants applying for a Property & Casualty license may not apply for a Personal Lines license and vice versa.
    • Surplus Line Broker:
      • Applicant must actively hold a Surplus Lines license in resident state.
    • Variable Contracts:
      • A FINRA Central Registry Depository (CRD) number must be provided on the application.  You can verify your CRD number on FINRA's website.
    • Viatical Settlement Broker:
      • A Broker (VSB) must first obtain a written agreement from the Viator before performing and services or obtaining any compensation from the Viator.

      • Effective July 1, 2023, a broker (VSB) will affirm when submitting an initial or renewal application that they will or have implemented and operated antifraud initiatives reasonably calculated to detect, prosecute, and prevent fraudulent viatical settlement acts (or life settlement acts) in compliance with § 38.2-6011.E of the Code of Virginia from the effective date of initial licensure as a viatical settlement broker (or life settlement broker) in Virginia and further certify that they will maintain the operation of these antifraud initiatives while they continue to be licensed as a Virginia viatical settlement broker (of life settlement broker). Brokers (VSB) are not required to provide an updated copy of the antifraud plan to the Commission unless requested. This replaces the form filing requirement and the annual March 1 filing.
