Fees shown are state fees only. These fees do not include NIPR transaction fees.
- Fees are assessed per application (not per LOA). The fee charged in the resident state determines these fees.
- Amendments are used to add a line of authority to an existing license type and are available only for Insurance Producer, Managing General Agent (MGA), and Consultant licenses.
- Retaliatory Fee Notice: Vermont assesses retaliatory fees for non-resident applicants. When reviewing the retaliatory fee schedule, locate your resident state to determine the applicable fee for your license type.

Rules and Regulations
Applicant Can
- Submit initial license for individuals electronically.
- Submit major lines of authority.
- Submit limited lines of authority.
- Submit surplus lines for individuals.
- Add lines of authority (amend) to an existing active license.
- Reinstate/reapply through NIPR's Non-Resident License (NRL) Application.
- Print license electronically.
Business Rules
Applicant must be eighteen (18) years old or older as determined from the applicant's date of birth.
Applicant's name, birth date, license number, state of residence, Tax ID, and National Producer Number (NPN) must match current Producer Database (PDB) record for resident state.
Applicant may not apply for a license in their own resident state.
Reinstatement applications are allowed immediately after license expiration date.
Applicants applying for the Variable Life and Variable Annuity line of authority (LOA) must supply FINRA CRD number on the application.
Applicants must hold both a Life and Variable Life and Variable Annuity qualification in their resident state to request the Variable Life and Variable Annuity LOA in Vermont.
Applicants for Title Agent must be licensed as a Title Agent in their home state, take and pass the Vermont Title Agent Examination, or admitted to the Vermont Bar.
Applicants must hold an active Vermont Insurance Producer license with both Property and Casualty lines of authority to be eligible to apply for the Surplus Lines Broker license.
Please allow up to 10 business days to process the application. If your application was accepted, please visit the Vermont website at https://dfr.vermont.gov/industry/insurance/producer-and-individual-licensing and choose Check the Status of a License. You will be able to print documentation containing the status of your license.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
IMPORTANT NOTICE:
All Vermont licenses expire on March 31 of the applicable renewal year. The expiration year (odd or even) is determined by license classification.
The renewal period opens 90 days prior to expiration (January 1 – March 31). Applicants who submit a new license application during this period may be required to submit a renewal application and pay the renewal fee immediately after issuance to maintain active status.
Example (Individual Insurance Producer):
Individual Insurance Producer licenses renew in odd-numbered years.
If a Producer license is issued on February 26, 2027, the license will expire on March 31, 2027 because the license was issued during the renewal period and 2027 is the applicable renewal year for that license type.
The applicant must return to NIPR and submit a renewal application immediately after issuance to keep the license active.For license-specific renewal cycles, please refer to the Vermont Non-Resident License Renewal page.
