Rules and Regulations
Applicant Can
- Submit initial license for business entities electronically.
- Reinstate through NIPR's No Home State License Application.
- Print license electronically.
Applicant Cannot
- Submit major lines of authority.
- Submit limited lines of authority.
- Add lines of authority (amend) to an existing active license.
Business Rules
Applicant must not have an active resident state license on PDB in any state.
Applicant must provide business address that is not in the state of South Carolina.
Applicant must provide a valid business address. Business address may not contain a P.O. Box.
Applicant with a license in "Inactive" status and no longer eligible for late renewal, applicant may reapply for their license at normal license fee.

Pharmacy Benefit Managers are required to submit the PBM State Specific Requirements Application in addition to the NIPR application. Pharmacy Services Administrative Organizations are required to submit the PSAO State Specific Application https://doi.sc.gov/DocumentCenter/View/14421/PSAO-Application-State-Specific-Requirements--Initial in addition to the NIPR application. Please email the application and supporting documentation to Office of PBM Oversight at PBMDept@doi.sc.gov. Applicants may use the PSAO Application Checklist PSAO-Checklist- (sc.gov)
Pharmacy Benefit Manager and Pharmacy Services Administrative Organization may reapply the day after expiration date when status is inactive.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
