Business Rules
Individuals should not register for a fingerprinting appointment and submit their fingerprints until after they have passed any examination requirements and applied for licensure. Any fingerprint results received without a corresponding license application will be destroyed, and individuals will be required to repay the fingerprinting fee and resubmit their fingerprints at an IdentoGO center.
Applicants applying for the following license classes must pass required examination:
- Resident Producer Individual
- Resident Surplus Lines
- Resident Title Agent
- Motor Vehicle Physical Damage Appraiser
- Resident Public Adjuster
- Resident Viatical Settlement
All individual applicants are required to submit fingerprint documentation to the state of Pennsylvania. The following classes are EXCLUDED from fingerprint requirements:
- Amendment applications
- Resident Viatical Settlement Broker
- Motor Vehicle Physical Damage Appraiser
- Resident Surplus Lines Producer
Motor Vehicle Physical Damage Appraiser applicants must complete a training course or have six (6) months of continuous experience related to this field (experience or course completion must have been obtained within the last three years). Fax or email a copy of your job description(s) showing you meet the six months continuous experience; or fax or email a completion certificate for special Education or training related to appraising motor vehicle physical damage to 717-787-8553 or email address is ra-in-producer@pa.gov.
Resident Title Agent applicants must be appointed with an insurer.
Restricted Fraternal applicants must submit an affidavit required by the Pennsylvania Department of Insurance.
Resident Public Adjusters must use a contract approved by the Pennsylvania Insurance Department. Sample contract can be found on the website at www.insurance.pa.gov/licensees
Resident Public Adjusters must obtain a Surety Bond in the amount of no less than $20,000 prior to transacting business as a Public Adjuster in Pennsylvania.
Surplus Lines license applicant must have an active Resident Producer license with Property & Allied Lines and Casualty & Allied Lines prior to applying.
Resident Public Adjuster, Motor Vehicle Physical Damage Appraiser and Resident Viatical Settlements Broker license classes cannot reapply through initial application from 1 to 60 days after license expiration. Applicant is allowed to late renew through RLR up to 60 days following license expiration date.
Applicants cannot reapply for or reinstate license day 61 through day 63 after expiration date (may apply on day 64).

Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.
Applicant must enter FINRA CRD number on application if applying for Variable Life/Variable Annuity.
Applicants may reapply for a new license electronically one year after license expiration date.
Applicants may reapply through Resident Licensing (RL) if the license status is inactive and the status reason is not "Failure to Renew – Reinstateable" or "Canceled for Continuing Education – Reinstateable".
Amendments are not allowed during the renewal period of the same license class being applied for. The license must be renewed before a new line can be added.
All LOAs that do NOT have the status reason "Failure to Renew- Reinstateable" or "Suspended for Continuing Ed – Reinstateable" must reapply through Resident Licensing (RL) for a new license.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via
NIPR's Attachments Warehouse. The documents are stated as follows and may be submitted to the state via mail, email, or fax:- A written statement summarizing the details of each incident.
- A copy of the petition, complaint or other document that commenced the criminal, lawsuit, arbitration, or mediation proceedings.
- A copy of the official document, which demonstrates the resolution of the charges or any final judgment. Pennsylvania will also accept emailed documentation to the compliance unit.
