Rules and Regulations

Applicant Can

  • Submit initial license application for individuals electronically.
  • Submit surplus lines for individuals.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's Resident License Application.
  • Print license electronically.

Business Rules

  • Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

  • Major lines of authority applicants must successfully pass the Delaware insurance producer licensing exams. If you successfully pass the state licensing exam, your test results are automatically submitted electronically to the online system within 2-5 business days. All examination scores are valid for a period of twelve (12) months from the date of examination.

  • A state criminal history report and a federal criminal history report from the Federal Bureau of Investigation (FBI), dated within ninety (90) days of receipt, are required. Information on obtaining these reports can be found on the state website.

  • Applicants must provide a valid residence or business address in the state of Delaware.

  • Applicants for the Variable Annuities line of authority (LOA) must supply a FINRA Central Registry Depository (CRD) number on the application.  If you need to verify your CRD number, you may use the Broker Search feature found on FINRA’s website.

  • Applicant must currently hold or be applying for Life if they are applying for Variable Annuities.

  • Applicants must not hold an active Delaware non-resident license.

  • 17B Travel Applicants: Please note the difference between 17B Travel and Limited Lines Producer Travel license types is the required licensure of those travel retailers selling travel insurance (such as travel agents). Before 17B Travel was enacted, travel retailers were required to have the limited lines license under Travel. With the enactment of 17B Travel, those travel retailers are now able to offer travel insurance under a licensed insurance producer, meaning the travel retailers themselves do not need a license, as long as the consumer protections outlined in Chapter 17B are met. If those consumer protections are not met, then Chapter 17 would continue to apply to the travel retailers. The Chapter 17B licensees are also required to maintain registers that include the names and required information of all the travel retailers offering travel insurance under the authority of the Chapter 17B licensee and are responsible for the oversight and compliance of the travel retailers. Please contact the Delaware Department of Insurance for more information on the license type distinction.

  • Applicants that have been inactive for less than one (1) year with a license status of non-renewed or not CE compliant must late renew using the Resident Renewal Application.

  • If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.  All other required documentation must be forwarded directly to the state.
