Business Rules

    Whether you submitted your license applications to CDI online through NIPR.com, Sircon.com, or by paper through the mail, CLASS will enable you to check the status of your license applications.  
  • Licensee's name, Tax ID, license number, and state of residence must match current Producer Database (PDB) record for resident state.

  • Applicant's NPN must match current PDB record if applicable.

  • The licensee's mailing address must be business entity's residence address or a P.O. Box.

  • Licensee must provide a valid country code, mailing address, business email, and business phone number.

  • Licensee may not renew a license in their own resident state.

  • Licensee must have an equivalent license for the requested Lines of Authority(s) in the requested non-resident state.

  • Licensees can renew their expired license through Non-Resident Renewal application up to 365 days after the license expires.

  •  Insurance Producer Life must be actively held in order to renew Non-Resident Insurance Producer Variable Contracts or renew simultaneously.

  • Both Life and Accident and Health Agent lines must be renewed at the same time.  Partial renewal for the lines is not allowed. 

  • Both Property and Casualty lines must be renewed at the same time.  Partial renewal for the lines is not allowed.

  • Applicant may not renew Personal Lines if Property and Casualty is actively held.

  • An active Life license is required to renew Brokering Life Settlement Line of Authority.

  • Property and Casualty are required to renew Surplus Lines Broker.

  • Property  and Casualty  are required to renew Special Lines' Surplus Line Broker.

  • Non-Resident Credit Insurance Agents must provide number of endorsees on the license renewal application.

  • There must be no serious:
    • Regulatory Information Retrieval System (RIRS) actions for the licensee since last renewal.
    • 1033 actions for the licensee since last renewal.
  • If so, please contact the state for assistance.

  • Name of business entity must be approved by California prior to submission of license application.

  • Sole proprietorship may not apply electronically using the business entity uniform application, they must apply as an individual. Section 6 - California NIPR product participation.

  • California licensees must complete and submit their own renewal application. As stated in section 1652(a) of the California Insurance Code, applicants must declare, under penalty of perjury, that the contents of the application are true and correct.

  • Section 1729.2 of the California Insurance Code requires a licensee to notify the department within thirty (30) days of the date the licensee learns of any change in their background information. For further clarification regarding this requirement, including the definition of background information, please refer to CIC 1729.2 or the California Department of Insurance website.

  • Designated Responsible Licensed Producer (DRLP) Rules:
    • At least one (1) DRLP must be provided on the application and have a resident or non-resident license in California.
    • The DRLPs provided on the producer and surplus lines application must cumulatively cover the Lines of Authority on the application.
    • The DRLP(s) cumulatively must have equivalent non-resident license and cumulatively hold the requested Lines of Authority in California.
    • The DRLP for Limited Line Automobile Insurance Agent must hold an active Property Broker-Agent AND Casualty Broker-Agent OR Personal Lines OR a single Limited Lines Automobile Insurance Agent license.
    • At least one DRLP for Travel Insurance Agent must ALL actively hold a NON RESIDENT Property Broker-Agent AND Casualty Broker-Agent OR Life-Only Agent AND Accident and Health Agent on PDB.
  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail to California Department of Insurance, 320 Capitol Mall, Sacramento, CA 95814, email at sac.renewals@insurance.ca.gov, or fax at (916) 327-6907.

  • Independent Adjuster Requirements:
    • A Designated Responsible License Person (DRLP) is NOT required.  This information may be skipped in the application.
    • At least one active Qualified Manager(QM) is required to renew the license.  If the system indicates that there are no Qualified Managers (QM) associated with your license after submission, please submit required documents for each QM through attachments warehouse for Additional Licensing Documents, then contact the California Department of Insurance (CDI) at cdidocuments@insurance.ca.gov.  Required Documents include:
    • Copy of Personal Identification Info Form LIC 31A-9: https://www.insurance.ca.gov/0200-industry/0050-renew-license/0200-requirements/upload/LIC31a9AJPersonalID.pdf
    • Two passport sized photographs taken within the last six months.  JPG image is preferred.
    • Owners, Officers, Partners, and Directors may also request a Pocket ID card by submitting the above requirements to the state.
    • Must not hold any other Adjuster licenses.
  • If you receive a decline response with the reason “PIN License Renewal Fee is incorrect.”  DO NOT resubmit the license renewal. The fees have been collected. Please contact the California Department of Insurance at cdilicensing@insurance.ca.gov.Public Adjuster Requirements:

    • A Designated Responsible Licensed Person (DRLP) is required and must have an equivalent non-resident license in California.
    • Must not hold any other Adjuster licenses:
