Public Adjuster: Any person who, for compensation or any other thing of value and solely in relation to first party claims arising under insurance contracts that insure the real or personal property of the insured, acts on behalf of the insured in negotiating for, or effecting the settlement of a claim for loss or damage covered by an insurance contract. A person who advertises for employment as a public adjuster or solicits business or represents himself or herself to the public as a public adjuster.

Surplus Lines: An individual licensed pursuant to the provisions of WVSCR 114-20 and W. Va. Code §33-12C-8 for the purposes of placing insurance on risks resident, located or to be performed in this state, with a surplus lines insurer.

When applying for multiple lines of authority, DO NOT apply twice if you do not see the desired lines listed. Check off each desired line of authority on one application. If adding lines of authority to a license, please wait until the initial application has been approved and requested license shows on the Producer Database. Submitting multiple applications before initial request has been approved will result in the applicant being charged twice. If you do not see the license or lines of authority you are looking for, please verify with state that you have met the state's pre-licensing and/or exam requirements. Please allow 3-5 business days for exam information to be received by NIPR.

All Individual RL applicants applying for West Virginia Major Lines are required to submit fingerprint documentation to the state. This should be completed as soon as possible. The West Virginia Offices of the Insurance Commissioner (WVOIC) requires the fingerprinting reports be submitted within fifteen (15) days after applying. Please visit the WVOIC website at www.wvinsurance.gov and navigate to the "Agent Licensing" section to find the fingerprinting instructions.

You have the opportunity to complete or challenge the accuracy of the information contained in the FBI identification record. The procedure for obtaining a change, correction, or updating an FBI identification record are set forth in Title 28. CFR. 16.34.

- If applying as a Surety Bondsman, you will need a limited lines Surety line of authority or a Producer license with a Property and Casualty lines of authority.
- Pre licensing education requirement of 20 hours per each line of authority for Property and Casualty. Click here to be directed to the approved pre licensing provider list look-up where you can find a certified provider. Please choose approved providers, West Virginia, and the pre licensing under education type
- After completing the pre-licensing course, Surety Bondsman applicants may take the West Virginia Property and Casualty examination. Please take a copy of your proof of completion regarding the pre-licensing course to the test center. Note that you will not be able to sit for the insurance exam without proof of pre-licensing course completion. Pre-licensing course completions are valid for six months currently due to the Covid-19 emergency.

- After taking the examination, you will be given an exam score. The exam score will be sent to the West Virginia Offices of the Insurance Commissioner automatically. If you fail the exam, you may choose to reschedule at any time; however, there is an eight-test limit per lifetime of the individual pursuant to W. Va. Code §33-12-5.
- Apply for the Property and Casualty line of authority using NIPR.
- Applicant must have an active Property and Casualty or Surety license before applying for the Surety Bail Bonds license.

Non-citizens of the U.S. must have a resident license for selling insurance in one of the fifty (50) U.S. states.

Applicant must not have had any insurance license in any state issued to applicant that is revoked or suspended at the date of application.

Surplus Lines applicants must actively hold both property and casualty lines of authority (LOAs) in West Virginia.
- Variable Contracts applicant must actively hold or be applying for life.
- Must supply FINRA CRD number on application.
- Self Storage cannot be applied for if applicant holds an active Insurance Producer license for Property and Casualty, or Personal Lines.
- Applicants must submit a supervising entity (a supervising entity is business entity that is a licensed insurance producer (this is rare) or an insurer (common) to West Virginia. The required form is located at WV Self-Storage/Supervising Entity Form. Please email this form to oicagentlicensing@wv.gov . When relocating from another state to West Virginia, a letter of clearance (if state provides) is required. When relocating to another state from West Virginia, it is suggested the individual contact the state to see if a letter of clearance is required or if cancelling the license with WV is sufficient.
