  • NIPR does not verify exams prior to allowing submission of an application, however, an exam is required prior to the states approval of the request.

  • Company Adjuster: An individual representing the interests of the insurer, including independent contractors with the insurer and salaried employees of the insurer.
  • Public Adjuster: Any person who, for compensation or any other thing of value and solely in relation to first party claims arising under insurance contracts that insure the real or personal property of the insured, acts on behalf of the insured in negotiating for, or effecting the settlement of a claim for loss or damage covered by an insurance contract. A person who advertises for employment as a public adjuster or solicits business or represents himself or herself to the public as a public adjuster.
  • A person who directly or indirectly solicits business, investigates or adjusts losses, or advises an insured about first party claims for losses or damages arising out of policies of insurance that insure real or personal property for another person engaged in the business of adjusting losses or damages covered by an insurance policy, for the insured.
  • Surplus Lines: An individual licensed pursuant to the provisions of WVSCR 114-20 and W. Va. Code §33-12C-8 for the purposes of placing insurance on risks resident, located or to be performed in this state, with a surplus lines insurer.
  • Surplus lines insurance or excess lines insurance: Any property and casualty insurance in this state of properties, risks or exposures, located or to be performed in the state, permitted to be placed through a surplus lines licensee with a non-admitted insurer eligible to accept such insurance.

Business Rules

  • Applicant Notification and Record Challenge: Your fingerprints will be used to check the criminal history records of the FBI. You have the opportunity to complete or challenge the accuracy of the information contained in the FBI identification record. The procedure for obtaining a change, correction, or updating an FBI identification record are set forth in Title 28. CFR. 16.34.

  • Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

  • Non-citizens of the U.S. must have a resident license for selling insurance in one of the fifty (50) U.S. states.

  • Applicant must not hold another active resident license in another state.

  • Applicant must not have an active West Virginia non-resident license.

  • Applicant must not have had any insurance license in any state issued to applicant that is revoked or suspended at the date of application.

  • Surplus lines applicants must actively hold both property and casualty lines of authority (LOAs) in West Virginia.

  • Applicant must actively hold or be applying for life to apply for variable contracts.

  • Applicant must provide a valid West Virginia resident address.

  • Applicants for the variable LOA must supply FINRA CRD number on application.

  • All Individual RL applicants applying for West Virginia Major Lines are required to submit fingerprint documentation to the state. This should be completed as soon as possible. The West Virginia Offices of the Insurance Commissioner (WVOIC) requires the fingerprinting reports be submitted within fifteen (15) days after applying. Please visit the WVOIC website at www.wvinsurance.gov and navigate to the "Agent Licensing" section to find the fingerprinting instructions.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

  • Self Storage cannot be applied for if applicant holds an active Insurance Producer license for Property and Casualty, or Personal Lines.

  • Applicants applying for the Self Storage line of authority must submit a supervising entity (a supervising entity is business entity that is a licensed insurance producer (this is rare) or an insurer (common) to West Virginia. The required form is located at WV Self-Storage/Supervising Entity Form. Please email this form to oicagentlicensing@wv.gov .   • One Year

  • Every business entity must notify the department in writing of any change in their O/P/O/D - Owners, Officers, Partners, Directors. There is no form or fee to make changes. The notice should be in writing and should contain the business entity name and FEIN and the reported changes. The notice can be faxed, mailed or emailed to the Department.

  • When relocating from another state to West Virginia, a letter of clearance (if state provides) is required.  When relocating to another state from West Virginia, it is suggested the individual contact the state to see if a letter of clearance is required or if cancelling the license with WV is sufficient.  WV does provide letters of clearance, if required from the relocating state.
  • The fee is $10 and the form that is required to be completed and submitted to WV is found at:

  •  Letters of clearance are valid for 90 days or an individual may apply within 90 days of cancellation.
