Rules and Regulations

Applicant Can

  • Submit initial license for individuals electronically.
  • Submit major lines of authority.
  • Submit surplus lines for individuals.
  • License printing available electronically.

Applicant Cannot

  • Submit limited lines.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate through NIPR's Non-Resident License (NRL) Application.

Business Rules

  • Licensing Specific Requirements: 
    • Applicants may not enter DBA name. 
    • Applicants that are required to submit supplemental documentation will need to visit WAOIC website for required forms and additional information. Documents may be uploaded to the Additional Licensing Documents (ALD) section of the NIPR Attachments Warehouse.
  • Amendment Guidelines: 
    • Amendments are NOT allowed through NIPR. Individuals are required to submit amendments directly to Washington Office of the Insurance Commissioner.  More information can be found here:  Washington State Website - Amendments
  • Limited Lines Guidelines
    • Applicants are allowed to apply for a Limited Lines Insurance Producer license through NIPR. 
      • Surety 
      • Credit 
      • Travel 
    • Amendments are not allowed at this time. 
    • Applicants cannot apply for Surety if they already hold Casualty or are applying for Casualty at the same time.    
    • Applicants cannot apply for Credit if they already hold any Major lines or are applying for any Major lines at the same time.

  • Reapply Guidelines: Applicant may reapply as new for the following license classes one year after expiration date:    
    • Insurance Producer    
    • Surplus Lines Broker  
    • Life Settlement Broker
  • Variable Life and Variable Annuity: 
    • Applicants for the Variable Life and Variable Annuity line of authority (LOA) must supply FINRA CRD number on application.     
    • Variable Life and Variable Annuity applicants must hold active resident Life LOA, or apply concurrently for Life LOA, to be eligible for Variable Life and Variable Annuity.
  • Personal Lines:
    • Applicants cannot apply for Personal Lines if they already hold Property and Casualty or are applying for Property and Casualty at the same time. 
  • Surplus Lines:
    • Surplus Lines Broker applicants must first hold an active Insurance Producer license with Property and Casualty in Washington before applying.
  • Life Settlement Broker: 
    • Insurance Producer Life license must be active in any state, for one year before applying for a Life Settlement Broker license.  
    • Applicants applying for Life Settlement Broker license must also hold an active Insurance Producer Life license in Washington. 
  • Background Questions: If an applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse
