Business Rules
- Requirements for All Applicants
- Please allow a minimum of fifteen (15) business days for processing before contacting the Bureau concerning the status of an application. To search for Virginia license numbers please visit the state website.
- Please note: An application is considered unapproved and closed after thirty (30) calendar days if the applicant does not provide all required documentation. A new application and non-refundable processing fee is required.
- Be at least 18 years old or older
- Pass appropriate licensing exam, if applicable
- Non-Citizen of U.S. must show proof of U.S. work authorization
- The Bureau requires all individuals applying for a resident insurance license to be fingerprinted. Fingerprinting must be done at a Fieldprint location, using “live scan” technology, which digitally captures and transmits the fingerprints to the Virginia State Police, and the Federal Bureau of Investigation (FBI). Schedule an appointment at https://fieldprintvirginia.com. Fingerprints must be no older than 90 days when the application is submitted. Fingerprinting is not required if fingerprints have been submitted in the last 12 months.Visit https://scc.virginia.gov/pages/Applying-for-a-Individual-VA-Insurance-License for information on required documentation for applicants with misdemeanor and felony convictions.

If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
- License-specific Requirements
- Insurance Producer Variable Contracts:
- A FINRA Central Registry Depository (CRD) number must be provided on the application. You can verify your CRD number on FINRA's website.
- Applicant must also hold or apply for a Virginia Life & Annuities Producer license.
- Insurance Producer Property & Casualty:
- Applicants applying for a Property & Casualty license may not apply for a Personal Lines license and vice versa.
- Insurance Producer Title:
- Title insurance candidates must complete 16 hours of Title instruction prior to taking the Title exam. The course is valid only for the one-year period following the completion date of this satisfied education requirement.
- Viatical Settlement Broker:
A Broker (VSB) must first obtain a written agreement from the Viator before performing and services or obtaining any compensation from the Viator.
Effective July 1, 2023, a broker (VSB) will affirm when submitting an initial or renewal application that they will or have implemented and operated antifraud initiatives reasonably calculated to detect, prosecute, and prevent fraudulent viatical settlement acts (or life settlement acts) in compliance with § 38.2-6011.E of the Code of Virginia from the effective date of initial licensure as a viatical settlement broker (or life settlement broker) in Virginia and further certify that they will maintain the operation of these antifraud initiatives while they continue to be licensed as a Virginia viatical settlement broker (of life settlement broker). Brokers (VSB) are not required to provide an updated copy of the antifraud plan to the Commission unless requested. This replaces the form filing requirement and the annual March 1 filing. - Surplus Lines Broker:
- Applicants must actively hold a Property & Casualty Insurance Producer license.
- As part of the renewal, the licensee must certify that a $25,000 bond in favor of the Commonwealth and obtained from an insurance company licensed by the Commission will remain in force for as long as the license remains in effect. The surety bond number, effective date and full name of the insurance company must be included on the renewal application.
