Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit major lines of authority.
  • Submit limited lines of authority.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's Non-Resident License (NRL) Application.
  • Print license electronically.

Applicant Cannot

  • Submit surplus lines for business entities.

Business Rules

  • Applicant must be one of the following legal business types:

    • Partnership
    • Limited Liability Company (LLC)
    • Limited Liability Partnership (LLP)
    • Corporation
    • Sole Proprietorship
  • No more than six (6) digits allowed for business phone number extensions.

  • Business address must not be a post office box.

  • Applicant must not already have an active equivalent license for the requested lines of authority (LOAs) in the requested non-resident state.

  • Applicant's resident state license must be active on PDB.

  • At least one (1) Designated Responsible Licensed Producer (DRLP) must have an active resident or non-resident license in South Carolina. DRLP can be a licensed Insurance Producer or Surplus Lines Broker.

  • Service Contract Provider, Third Party Administrator, Premium Service Company, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics, Self-Service Storage Facilities, Pharmacy Benefit Manager, and Pharmacy Services Administrative Organization license classes are not required to have a Designated Responsible Licensed Producer (DRLP) on the application.

  • Business entity applicants must provide at least one (1) Owner on the Owners, Partners, Officers and Directors page.

  • Service Contract Provider, Third Party Administrator, Premium Service Company, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics, Self-Service Storage Facilities, Pharmacy Benefit Manager, and Pharmacy Services Administrative Organization license classes are not required to have an Owner listed on the Owners, Partners, Officers and Directors page.

  • Third Party Administrators are required to submit additional requirements in order to obtain a license in South Carolina. For a list of the requirements, please visit Third Party Administrators.

  • Motor Vehicle Rental Companies, Portable Electronics, and Self-Service Storage Facilities applicants are required to have an appointment with a company before a license is issued. Please contact South Carolina Department of Insurance at agentmail@doi.sc.gov to confirm the appointment has been issued.

  • Pharmacy Benefit Managers are required to submit the PBM State Specific Requirements Application in addition to the NIPR application. Please email the application and supporting documentation to Office of PBM Oversight at PBMDept@doi.sc.gov. If you have any questions, please contact the Office of PBM Oversight at (803) 734-0398.

  • Pharmacy Services Administrative Organizations are required to submit the PSAO State Specific Application  https://doi.sc.gov/DocumentCenter/View/14421/PSAO-Application-State-Specific-Requirements--Initial in addition to the NIPR application. Please email the application and supporting documentation to Office of PBM Oversight at PBMDept@doi.sc.gov. Applicants may use the PSAO Application Checklist PSAO-Checklist- (sc.gov)

  • Pharmacy Benefit Manager and Pharmacy Services Administrative Organization may reapply the day after expiration date when status is inactive.

  • Applicant with a resident South Carolina license in an inactive status and no longer eligible for late renewal, may reapply for their license at the normal license fee.

  • If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse.
