Rules and Regulations
Applicant Can
- Submit adjuster for individuals electronically.
- Reinstate a license electronically.
- Add lines of authority to an existing active license electronically.
- Print licenses electronically.
Applicant Cannot
- Submit Adjuster Designated Home State (ADHS) electronically.
Business Rules
Note: Please allow up to 1-2 business days after application has been approved for license printing availability
Applicant must be eighteen (18) years old or older as determined from the applicant's date of birth.
There must be no serious RIRS actions for the applicant.
There must be no 1033 actions for the applicant.
Non-citizens of the U.S. must have a resident license for selling insurance in one of the fifty (50) U.S. states.
Applicant must use NRAR if within renewal period (30 days prior to expiration date - to 30 days past expiration date).
If applicant has had a license suspended or revoked in any state applicant must contact Office of the Commissioner of Insurance of Puerto Rico directly for further direct direction to amend or apply for a license.
Individuals may not hold or apply for more than one of the following active adjuster licenses at the same time: Independent Adjuster, Public Adjuster, Emergency Independent Adjuster, or Emergency Public Adjuster.
Independent Adjuster and Public Adjuster- If applicant answers 'No' to are you a U.S citizen in the application – this will be deferred to Puerto Rico for review. Applicant must send proof of employment authorization to work in the United States before application will be processed. Applicant must send one of the following to regulado@ocs.pr.gov and reference NIPR transaction number:
- Driver's license issued in Puerto Rico -OR-
- Employment Authorization card issued by the U.S. Department of Homeland Security
Emergency Independent Adjuster and Emergency Public Adjuster - If applicant answers 'No' to are you a U.S citizen in the application – this will be deferred to Puerto Rico for review. Applicant must send proof of employment authorization to work in the United States before application will be processed. Applicant must send one of the following to regulado@ocs.pr.gov and reference NIPR transaction number:
- Driver's License issued in Puerto Rico -OR-
- Employment Authorization card issued by the U.S. Department of Homeland Security -OR-
- Admission record I-94 with a visa class authorized to work, issued by the U.S. Department of Homeland Security
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
Important Note: Applicants for following adjuster license may not act on behalf of a business entity in Puerto Rico. If the applicant will be adjusting on behalf of, or working for a business entity in Puerto Rico, the applicant must apply for an Authorized Person license for the same lines of authority as the business entity.
Please review the requirements below:
- Public Adjusters:
- Must not hold any other license type with Public Adjuster license.
- Are required to submit a $10,000.00 bond in favor of the Commonwealth of Puerto Rico to the Office of the Commissioner of Insurance of Puerto Rico. A copy can be submitted after application is completed to regulado@ocs.pr.gov in order to process the license but original bond is required for it to become valid. Bond must be notarized. If notary is outside of Puerto Rico, a copy of the Notary's certificate from the Secretary of State must be provided with bond.
- Emergency Public Adjusters:
- Must not hold any other license type with Emergency Public Adjuster license.
- Are required to submit a $10,000.00 bond in favor of the Commonwealth of Puerto Rico to the Office of the Commissioner of Insurance of Puerto Rico. A copy can be submitted after application is completed to regulado@ocs.pr.gov in order to process the license but original bond is required for it to become valid. Bond must be notarized. - Submit a copy of driver's license and professional licenses, if applicable. Professional licenses may include, but not limited to real estate, attorney, accountant, etc.
- Must submit required documentation by email to regulado@ocs.pr.gov within 15 days of submitting application. If documentation is not received within the 15 day period the license will be revoked. Applicant will need to reapply and resubmit license fee.
- License will be issued for 6 months and will not be renewable. Some exceptions may be made if requested in person or in writing directly to the Office of the Commissioner of Insurance of Puerto Rico.
- Independent Adjuster:
- Applicant must have an equivalent license in their resident state.
- Puerto Rico does not allow Designated Home State applications.
- Must not hold any other license type with Independent Adjuster license.
- Emergency Independent Adjuster:
- Must not hold any other license type with Emergency Independent Adjuster license.
- Submit a copy of driver's license and professional licenses, if applicable. Professional licenses may include, but not limited to real estate, attorney, accountant, etc.
- Must submit required documentation by email to regulado@ocs.pr.gov within 15 days of submitting application. If documentation is not received within the 15 day period the license will be revoked. Applicant will need to reapply and resubmit license fee.
