Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit major lines of authority.
  • Submit limited lines of authority.
  • Submit surplus lines for business entities.
  • Submit Non Resident Adjuster License (NRAL) through Non Resident License (NRL) for business entities.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's Non-Resident License (NRL) application.
  • Print Licenses Electronically.

Business Rules

  • Online printing information can be found by going to NIPR's license print page and selecting the state.

  • Applicant must be one of the following legal business types:

    • Corporation
    • Partnership
    • Limited Liability Company (LLC)
    • Limited Liability Partnership (LLP)
  • The business entity name will be reviewed upon application submission. Registration with the Pennsylvania Department of State may be required. Instructions will be sent upon issuance of license.

  • Business entity applicant's NPN must match current PDB record if applicable.

  • Applicants for the variable line of authority (LOA) must supply FINRA CRD number on application.

  • Surplus lines license applicant must have an active non-resident Pennsylvania producer license with property & allied lines and casualty & allied LOAs prior to applying.

  • At least one (1) Designated Responsible Licensed Producer (DRLP) must be provided on the application.

  • DRLP(s) must cumulatively hold all LOAs being applied for by the Business Entity.

  • Applicant may reapply for a new license electronically one year after license expiration.

  • Reapplication of license is accepted through Non-Resident Licensing (NRL) if license is inactive and LOA status reason is NOT "Failure to Renew- Reinstateable."

  • All LOAs that do NOT have the status reason "Failure to Renew- Reinstateable" must reapply through Non-Resident Licensing (NRL) for a new license.

  • Non-Resident Public Adjuster and NR VIATICAL SETTLEMENTS BROKER license classes cannot reapply through initial application from 1 to 60 days after license expiration.

  • Applicant is allowed to late renew through NRR up to 60 days following license expiration date.

  • Applicants cannot reapply for or reinstate license day 61 through day 63 after expiration date (may apply on day 64).

  • Business entity applicants applying for the license NON-RES PUBLIC ADJUSTER license are required to have a surety bond in the amount of no less than $20,000. Bond must be obtained prior to transacting business as a public adjuster in Pennsylvania.

  • All Non-Resident Public Adjuster applicants must use a contract approved by the Pennsylvania Insurance Department.

  • Amendments are not allowed during the renewal period of the same license class being applied for. The license must be renewed before a new line can be added.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via 

    NIPR's Attachments Warehouse. The documents are stated as follows and may be submitted to the state via mail, email, or fax:
    • A written statement summarizing the details of each incident.
    • A copy of the petition, complaint or other document that commenced the criminal, lawsuit, arbitration, or mediation proceedings.
    • A copy of the official document, which demonstrates the resolution of the charges or any final judgment. Pennsylvania will also accept emailed documentation to the compliance unit
