Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit surplus lines for business entities.
  • Add lines of authority (amend) to an existing active license.
  • Reapply through NIPR's Resident License Application.
  • Print licenses electronically.

Business Rules

  • Applicant must provide a valid business email address.

  • Applicant may not have a P.O. Box for a business address.

  • Adjuster and Consultant applicants must submit an affiliation form. Affiliation form from https://dfr.oregon.gov/business/licensing/insurance/Documents/2139.pdf may be mailed to the address at the top of the form, faxed to 503-378-4351, or scanned and emailed to web.insagent@oregon.gov. Please reference NIPR transaction # with your form to identify your application.

  • Managing General Agents, Reinsurance Intermediary Broker, and Reinsurance Intermediary Managers must first hold an active authority within the Insurance Producer license.

  • Personal Lines applicants may not actively hold or be applying for Casualty line of authority. Personal Lines is included in the Casualty line.

  • Surplus Lines applicants must actively hold or be applying for both Property and Casualty lines of authority.

  • Adjuster or Public Adjuster license may not be held/apply concurrently with any other license type.

  • Applicants must enter the license number for the business entity as part of the application process for LOA additions.

  • Reinstatement/Reapplication Rules:
    • Insurance Producer, Adjuster, Consultant, Vehicle Rental Company, Portable Electronics, and Self-Service Storage applicants may reapply for a new license one year after expiration date. If within one year of expiration date, applicant must late renew through Resident Licensing Renewal application.
    • Life Settlement Broker and Third Party Administrator (TPA) applicants must reapply the day after expiration date.
  • Designated Responsible License Insurance Producer (DRLP) Rules:
    • Applicants must provide at least one (1) Designated Responsible License Insurance Producer on the application. 
      The following license types do not require a DRLP:
      • Portable Electronics
      • Self-Service Storage
      • Third Party Administrator
      • Vehicle Rental Company
    • All designated responsible insurance producers must have an active insurance producer license in Oregon as a resident or non-resident.
  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
