Rules and Regulations

Applicant Can

  • Submit renewals for business entities electronically.
  • Print licenses electronically.

Applicant Cannot

  • Submit renewals for major lines of authority.
  • Late renew through NIPR's Resident License Renewal Application.
  • Submit partial renewals.

Business Rules

  • New York does not allow any renewals past the license expiration date for any license type.

  • Applicant cannot apply earlier than 120 days prior to license expiration date.

  • If the applicant has a status reason of "License not yet up for Renewal" on PDB, the renewal will not be allowed.

  • All active lines of authority will renew simultaneously (of those offered electronically through NIPR). No partial renewals will be accepted.

  • Business Entity applicants must supply a business address that is not in New York. If the business address is not in New York, the transaction will be declined.

  • Business address fields must not contain a PO Box or PMB (Private Mailbox). PO Box or PMB (Private Mailbox) are only permitted in the mailing address field.

  • Designated Responsible Licensed Producer (DRLP) / Sublicensee for the following license classes, can qualify the business entity in the following ways:

    • Independent Adjuster
      • Designated Responsible Licensed Producer (DRLP) can be actively licensed in New York (resident or non-resident) for the same license class and must cumulatively cover the line(s) of authority being applied for by the business entity.
      • Hold an active Sublicensee designation on PDB. Line(s) of authority (LOAs) held by the sublicensee must cumulatively cover the lines of authority being applied for by the business entity. Sublicensee can be resident or non-resident.
      • Individual(s) entered can have a passed exam record on file for the same Line(s) of authority (LOAs) being applied for by the business entity.
      • Designated Responsible Licensed Producer (DRLP) can qualify based on an out of state license. These transactions will defer for state review to determine if the individual meets the necessary qualifications.
  • Each Designated Responsible Licensed Producer (DRLP) or Sublicensee entered on the application must also be listed as an Owner, Partner, Officer or Director (OPOD).

  • Each Designated Responsible Licensed Producer (DRLP) or Sublicensee for the business entity must answer New York’s background questions. Please refer to the following link to complete: https://myportal.dfs.ny.gov/nylinxext/niprlogin.alice

  • At least one Owner, Partner, Officer or Director (OPOD) must be listed on the application.

  • Any DRLP listed on the application must be listed as an officer, owner, director, partner, member or manager. Employees should not be listed.

  • Each Designated Responsible Licensed Producer entered for Excess Lines must hold a Property and Casualty Broker license or Sublicensee of the Broker license with Property and Casualty.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

  • When attempting to access licensing applications, please include the alpha characters ('LA-','PC-','BR-' etc) in front of the New York license number.

  • Cybersecurity Regulation:

    • New York Department of Financial Services licensees are required to comply with Cybersecurity Regulation (23 NYCRR Part 500), which requires the establishment of a cybersecurity program to protect non-public information and has filing requirements that must be met.  A copy of the regulation, FAQs, and more information about cybersecurity can be found on the DFS Website.  Failure to implement a cybersecurity program and comply with the regulation could result in serious harm to your institution and may subject you to disciplinary action.
