Fees shown are state fees only. These fees do not include NIPR transaction fees.
- Excess lines fee is based on Largest County in New York State in which applicant maintains an office or in which risks are located upon with the propose to place insurance as an excess line broker. Fee is $50 for county population of less than 100,000 and fee is $400 for county population of over 100,000.
- The full fee is to be reduced to a half fee if the license will be issued for a period of one (1) year or less. The filing fee is never reduced to a half fee. The license fee is based off when the application is submitted and when the expiration date is.
- An additional $10 Continuing Education (CE) Fee may be assessed. This is determined by data supplied by New York and is assessed per application.

Rules and Regulations
Applicant Can
- Submit initial license for business entities electronically.
- Submit surplus lines for business entities.
- Print license electronically.
- Add lines of authority (amend) to an existing active license.
- Reinstate/reapply through NIPR's Non-Resident License (NRL) Application.
Business Rules
Applicant must be one of the following legal business types:
- Corporation
- Partnership
- Limited Liability Company (LLC)
- Limited Liability Partnership (LLP)
- Note: Sole Proprietorships are not allowed in New York. This is contained within the TBA license type and must be applied for directly through New York.
- Business Entity applicants who currently have an active license or previously had a license with New York must use the same Legal Business Type that is on file with New York. If you are unsure what Business Entity type you have used or would like to update it, please contact New York Department of Financial Services at licensing@dfs.ny.gov.
Applicants applying for ‘VARIABLE LIFE/VARIABLE ANNUITY’ line of authority must be actively licensed for ‘Life’ line of authority for the same license class on PDB or be applying for ‘Life’ line of authority for the same license class at the same time.
Applicant’s applying for ‘VARIABLE LIFE/VARIABLE ANNUITY’ line of authority must supply CRD# on the application.
Applicant applying for Excess Lines must hold an active Property and Casualty Broker license with Property and Casualty.
Excess Lines applicants that are a resident of California must obtain a $50,000 Bond in New York to before a license is issued.
Any DRLP listed on the application must be listed as an officer, owner, director, partner, member or manager. Employees should not be listed.
Each Designated Responsible Licensed Producer entered for Excess Lines must hold a Property and Casualty Broker license or Sublicensee of the Broker license with Property and Casualty.
The Designated Responsible Licensed Producer (DRLP) for the Excess Lines license must be the same person(s) listed as the DRLP on the Property and Casualty Broker license. Applicants can update DRLP / Sublicensee records via the following link: https://myportal.dfs.ny.gov/nylinxext/
- Designated Responsible Licensed Producer (DRLP) / Sublicensee for the following license classes, can qualify the business entity in the following ways:
- Property Casualty Broker
- Property Casualty Agent
- Life/Accident & Health Broker
- Life/Accident & Health Agent
- Independent Adjuster
- Public Adjuster
- Bail Bondsman
- Life Settlement Broker
- Designated Responsible Licensed Producer (DRLP) can be actively licensed in New York (resident or non-resident) for the same license class and must cumulatively cover the line(s) of authority being applied for by the business entity.
- Hold an active Sublicensee designation on PDB. Line(s) of authority (LOAs) held by the sublicensee must cumulatively cover the lines of authority being applied for by the business entity. Sublicensee can be resident or non-resident.
- Individual(s) entered can have a passed exam record on file for the same Line(s) of authority (LOAs) being applied for by the business entity.
- Designated Responsible Licensed Producer (DRLP) can qualify based on an out of state license. These transactions will defer for state review to determine if the individual meets the necessary qualifications.
Business Entity applicants are required to submit supplemental documentation to New York Department of Financial Services. Please reference the following link for additional information: https://www.dfs.ny.gov/apps_and_licensing/agents_and_brokers/original_entity_application.
Each Designated Responsible Licensed Producer (DRLP) or Sublicensee for the business entity must answer New York’s background questions. Please refer to the following link to complete: https://myportal.dfs.ny.gov/nylinxext/niprlogin.alice
If the applicant has a renewable license, applications for amendments (LOA addition) will not be allowed. Adding lines of authority during the renewal period is not allowed. Applicant must first renew their existing license and then submit amendment (LOA addition) application.
Applicants may reapply for expired license once the license is in ‘inactive’ status on PDB.
Applicant’s business address must not be in New York. If the business address is in New York, the transaction will be declined.
PO Boxes and Private Mailboxes (PMB) are only permitted in the Mailing address field. If a PO Box or Private Mailbox is supplied in the business address fields, the transaction will not be allowed.
Applicants with a status reason of Revoked can reapply after a period of 1 year.
Public Adjuster applicants must submit a bond in the amount of $1,000. Documents may be uploaded to the Additional Documents section of the NIPR Attachments Warehouse.
Bail Bond applicants must submit a bond in the amount of $5,000. Documents may be uploaded to the Additional Documents section of the NIPR Attachments Warehouse.
Life Settlement Broker applicants must be actively licensed for ‘Life’ line of authority (LOA) on the Life/Accident & Health Agent and/or Life/Accident & Health Broker license class.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
As soon as the license is issued, the applicant will be able to print electronically by accessing the Department's website. Use the Producer Search to determine if the license has been issued and the license number to print the license.
When attempting to access licensing applications, please include the alpha characters ('LA-','PC-','BR-' etc) in front of the New York license number.
- Cybersecurity Regulation:
- New York Department of Financial Services licensees are required to comply with Cybersecurity Regulation (23 NYCRR Part 500), which requires the establishment of a cybersecurity program to protect non-public information and has filing requirements that must be met. A copy of the regulation, FAQs, and more information about cybersecurity can be found on the DFS Website. Failure to implement a cybersecurity program and comply with the regulation could result in serious harm to your institution and may subject you to disciplinary action.
