Rules and Regulations
Applicant Can
- Submit initial license for individuals electronically.
- Submit surplus lines for individuals.
- Add lines of authority (amend) to an existing active license.
- Reinstate through NIPR's Resident License Application.
- Print Licenses Electronically.
Business Rules
Applicants must be at least eighteen (18) years old or older, as determined from the applicant's date of birth.
An affiliation is not required. Applicant may skip the "Affiliations" page on the uniform application.
Applicant must not have another active resident state on the Producer Database.
Applicant must not have an inactive resident license in the state with an expiration date in the future.
Applicant must not have an active non-resident license in New Jersey.
Applicants must provide residence or business address in New Jersey. Residence address cannot be post office box (P.O. Box).
If applicant holds an active New Jersey Insurance Producer license on PDB, applicant will be prevented from applying for a Temporary Producer license.
Applicants cannot reapply for a Temporary Producer license.
Candidates seeking a Temporary Insurance Producer license must be sponsored by a New Jersey admitted insurance company authorized to transact the same lines of insurance being requested on the application. The license candidate may submit the name of their sponsoring company to inslic@dobi.nj.gov with their NIPR transaction number. The Department will confirm the sponsor relationship with the identified company prior to finalization of the application review.
New Jersey will allow reinstatement of a license through NIPR's Resident License Application if submitted one (1) year after expiration date. If within one (1) year, applicant must late renew using NIPR's
Resident Renewal Application.- Exception - Third Party Administrators may reapply thirty-one (31) days after expiration date.
Third Party Administrators must submit supplemental documentation to the New Jersey Department of Insurance. The list of required documents can be found on the Department’s website at https://www.state.nj.us/dobi/division_insurance/managedcare/tpapage.htm
Applicant must currently hold or be applying for Life if they are applying for Variable Life and Variable Annuity.
Variable Life and Variable Annuity line of authority applicants must supply a FINRA Central Registry Depository (CRD) number on the application. If you need to verify your CRD number, you may use the Broker Search feature found on FINRA's website.
Surplus Lines applicants must currently hold or be applying for Property or Casualty lines of authority.
Applicant cannot apply for a license amendment to an active license with an expiration date in the past. Applicant cannot amend an active license after their expiration date. Applicant must late renew or reinstate license prior to submitting an amendment.
Letter of Clearance is not required when changing your resident state if your resident state license status is available on the Producer Database.
Applicants are required to complete prelicensing education and successfully pass the New Jersey Producer Licensing exam for those lines of authority outlined above. If you successfully pass the state licensing exam, your test results are automatically electronically submitted to the online system.
Applicants applying for all exam-required lines of authorities, and any officer, director or owner of ten percent (10%) or more of a business entity seeking licensure, must schedule and have their fingerprint impressions taken through the State's Live Scan electronic fingerprint process before applying online. Application cannot be processed until the results of Live Scan are received. Scheduling information for Live Scan and appropriate forms can be found at the Department's state website.
Public Adjuster applicants will be deferred to the state for further review. The New Jersey Public Adjusters' Licensing Act requires each licensee to maintain a $10,000 bond from a surety insurer authorized in New Jersey. Proof of bond is required before license will be issued. The law also requires two (2) passport photos. Please provide proof of compliance for bond requirement and two (2) passport photos to the state.
Applicants must answer, "Are you a disabled veteran?" If answer is "yes", applicant must send proof to the state of Disabled Veteran status such as a recent letter from the Veteran's Administration.
If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
