Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit major lines of authority.
  • Submit limited lines of authority.
  • Submit surplus lines for business entities.
  • Submit Non Resident Adjuster License (NRAL) through Non Resident License (NRL) application for business entities.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's Non-Resident License (NRL) Application.
  • Print license electronically.

Business Rules

  • Applicant's name, Tax ID, license number, and state of residence must match current Producer Database (PDB) record for resident state.

  • Applicant must provide a valid country code, mailing address, business email, and business phone number.

  • At least one (1) Designated Responsible Licensed Producer (DRLP) must be listed on the application. with the exception of the following classes: Navigator, Pre-Need Seller, Agency-Portable Electronics, Agency-Rental Car, Utilization Review Agent, Reinsurance Intermediary Broker, Reinsurance Intermediary Manager, and Independent Review Organization licenses.

  • Each Designated Responsible Licensed Producer (DRLP) listed must have an active resident or non-resident license in Nebraska.

  • All applications for the Managing General Agent license class must provide proof of surety bond to the state.

  • Navigator license class requires applicant to pass the federally-administered exam and provide certificate of proof, and notify the state of the entity Navigator with which they are affiliated.

  • Applicants for the Utilization Review Agent license and Independent Review Organization license must provide proof of an approval or accreditation by URAC or NCQUA to the state.

  • Nebraska Business Entity Applicants: Applicant cannot make changes to the Designated Responsible Licensed Producer (DRLP) information electronically. To amend or delete a DRLP, please complete a 9002A: Designated Responsible Licensed Producer Amendment Form and submit it to the NE DOI. The form can be found at https://doi.nebraska.gov/producers/license.

  • Consultant-Corporate applicants must list at least one Designated Responsible Licensed Producer (DRLP) that holds an active Consultant-Individual license with Life & Health or Property & Casualty line of authority (LOA) in Nebraska.

  • For Nebraska, applicants can now add new Designated Responsible Licensed Producers (DRLPs) electronically. To delete a DRLP, please complete a 9002A: Designated Responsible Licensed Producer Amendment Form and submit it to the NE DOI. The form can be found at https://doi.nebraska.gov/producers/license.

  • Applicants applying for Travel Insurance Business Entity license class must submit their Retail Locations form to Nebraska. The form can be found on the Nebraska website – http://www.doi.nebraska.gov/license/index.html – select the Travel Retailer Form within the Agency License section. Instructions are provided on the form.

  • Nebraska will allow reinstatement of a license through the non-resident licensing application with additional fee if the license is thirty-one (31) days to one (1) year past expiration date.

  • If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
