Rules and Regulations

Applicant Can

  • Submit an individual license renewal application electronically.
  • Submit a partial renewal.
  • Apply for major and limited lines of authority (LOAs).
  • Amend a license electronically.
  • Reinstate or reapply for an expired license.
  • Submit partial renewals allowed.
  • Print a license electronically.

Business Rules

  • Insurance Producer Only: Applicants requesting the Massachusetts resident military veteran fee waiver must submit supporting documentation, such as a DD-214, through the NIPR Attachment Warehouse.

  • Background Documentation: Applicants required to provide supporting documentation, including proof of U.S. citizenship or documentation related to "Yes" responses to background questions, must upload it through the NIPR Attachment Warehouse.

  • DBA: Applicants may not enter a DBA name. Email DOINameApproval@mass.gov to add a DBA to an individual license.

  • Variable Life and Variable Annuity: Applicants must hold an active Life line of authority and provide a valid FINRA/CRD number. If the FINRA/CRD number provided is incorrect or invalid, the Variable lines will not be approved.

  • Surplus Lines Broker: Applicants must actively hold Producer Property and Casualty lines of authority.

  • Reinsurance Intermediary Broker/Manager: Applicants must have held an Insurance Producer license for the applicable lines of insurance for at least three years.

  • Motor Club: Applications must be submitted by the affiliated Motor Club. A Motor Club agent license will not be issued to an individual who is not affiliated with a Motor Club.

Continuing Education

  • Massachusetts resident producers must complete continuing education (CE) requirements before renewal. All approved CE courses can be found on State Bases Systems Lookup tool.
    • First renewal: 60 CE credits, including 3 Ethics credits.
    • Subsequent three-year renewals: 45 CE credits, including 3 Ethics credits.
  • Property, Casualty, and Personal Lines: A $75 Lead Paint Surcharge applies when renewing these lines of authority. The surcharge is waived for Massachusetts residents who are veterans or legally blind.
  • Flood Insurance: Producers selling flood insurance through the National Flood Insurance Program (NFIP) must complete 3 hours of approved flood insurance CE.
  • Annuity Products: Producers selling annuity products must complete the required one-time annuity training.
  • Long Term Care: Producers selling Long Term Care products must complete the required initial and ongoing training.
