Rules and Regulations
Applicant Can
- Submit for initial license for individuals electronically.
- Submit major lines of authority.
- Submit limited lines of authority.
- Submit Surplus Lines for individuals.
- Add lines of authority (amend) to an existing active license.
- Reinstate/reapply through NIPR's Resident License (RL) Application.
- Print licenses electronically.
Business Rules
Applicant must be eighteen (18) years old or older as determined from the applicant's date of birth.
Employment history is required for all individual applicants for the past five (5) years contiguously with no gaps. This includes full and part-time work, self-employment, military service, unemployment and full-time education.
Applicant must not have an active resident license in any other state.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse.
Applicant should not hold an active non-resident Kansas license while applying for a resident Kansas license.
Applicant’s Residence address must be in Kansas. If residence address is not in Kansas, the transaction will be declined.
Applicants who are not U.S. citizens must provide proof of eligibility to work in the U.S. Please submit legible copies of documents establishing your work eligibility (e.g., Work Visa/Green Card) to the NIPR Attachments Warehouse Additional Documents.
PO Boxes and Private Mailboxes (PMB) are only permitted in the mailing address field.
Pharmacy Benefit Managers must complete the following:

- Insurance Producer applicants are allowed to late renew for up to 90 days following license expiration date. Starting day 91 following license expiration date, applicant will use the initial licensing application to apply.
- Applicants reinstating from 91 days to 4 years following license expiration date must be CE compliant. If the applicant is reinstating and is not CE compliant the transaction will not be allowed.
- Insurance Producer applicants apply 4 or more years following license expiration date will be treated as first-time applicants.
Variable Life and Variable Annuity applicants must be actively licensed for Life line of authority, or be applying for the Life at the same time. Also, must hold a FINRA Series 6 or Series 7 designation.
- Public Adjuster - Limited to First Party Claims on only Commercial Lines Policies applicants must submit their application through Resident Licensing Renewal (RLR) application for up to one year following license expiration date. After one-year following license expiration date, Public Adjuster - Limited to First Party Claims on only Commercial Lines Policies applicants must submit through Resident Licensing (RL) application.
- Public Adjuster - Limited to First Party Claims on only Commercial Lines Policies applicants applying 1 year to 4 years following license expiration date must be CE compliant. If applicant is not CE compliant the transaction will not be allowed.
- Third Party Administrator applicants must submit TPA supplemental documentation to the Kansas Department of Insurance via the NIPR's Attachments Warehouse.
- Applicants cannot actively hold or apply for Third Party Administrator and Self-Funded Third Party Administrator Registration at the same time.
- Third Party Administrator licenses are perpetual and will not have an expiration date.
- Self-Funded Third Party Administrator Registration applicants must submit TPA supplemental documentation to the Kansas Department of Insurance via the NIPR's Attachments Warehouse.
- Applicants cannot actively hold or apply for Self-Funded Third Party Administrator and Third Party Administrator license at the same time.
- Applicants may reapply 91 days after expiration date.
- The following license classes must reapply as a new applicant immediately following license expiration date. These license types are not allowed to renew past the license expiration date.

Applicants with a status reason of Revoked cannot reapply for a period of two years from the data the license was revoked.
Applicants with a status reason of Voluntary Surrender must reapply as a new applicant regardless of expiration date.
Kansas does not require or track agency Affiliations.
