Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit major lines of authority.
  • Submit limited lines of authority.
  • Reinstate/reapply through NIPR's Non-Resident License (NRL) Application.
  • Print license electronically.
  • Applicant can update Designated Responsible Producer electronically.

Business Rules

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse

  • Applicant must not have an active resident license in Kansas.

  • Business Entity applicants must supply a business address that is not in Kansas. If business address supplied is in Kansas, the transaction will be declined.

  • Pharmacy Benefit Managers must complete the following: 

    • Charter documents or articles of incorporation
    • Template contract
    • Network adequacy report
    • Pharmacy Benefit Manager Contact Form

  • Third Party Administrator applicants must submit TPA supplemental documentation to the Kansas Department of Insurance via the NIPR's Attachments Warehouse
    • Applicants cannot actively hold or apply for Third Party Administrator and Self-Funded Third Party Administrator Registration at the same time. 
    • Third Party Administrator applicants must have an active Third Party Administrator license with a home state or designated home state of 
      • Alaska (AK) 
      • Delaware (DE) 
      • Florida (FL) 
      • Idaho (ID) 
      • Indiana (IN) 
      • Missouri (MO) 
      • New Hampshire (NH) 
      • West Virginia (WV) 
        • Please apply using the No Home State application if your home state is not specified in the list above. 
        • Applicants may reapply 91 days after expiration date.
  • Self-Funded Third Party Administrator Registration applicants must submit TPA supplemental documentation to the Kansas Department of Insurance via the NIPR's Attachments Warehouse
    • Applicants cannot actively hold or apply for Self-Funded Third Party Administrator and Third Party Administrator license at the same time. 
    • Applicants may reapply 91 days after expiration date.
  • Business Entity applicants must be one of the legal business types listed below.
    • Partnership
    • Limited Liability Company (LLC)
    • Limited Liability Partnership (LLP)
    • Corporation
    • Sole Proprietorship
  • Business Entity licenses must reapply by submitting a new application immediately following the license expiration date. There is no late renewal period.

  • At least one Designated Responsible Licensed Producer (DRLP) is required on the Business Entity applications. If DRLP is left blank the transaction will be declined. Each Designated Responsible Licensed Producer (DRLP) listed on the application must be actively licensed in Kansas (resident or non-resident) as an Insurance Producer.

  • Exception: The following license classes do not require a DRLP and can be left blank. However, a responsible person must be designated to receive licensing communications from the Insurance Department:
    • Credit
    • Car Rental
    • Portable Electronics
    • Pharmacy Benefit Manager
  • Applicants with a status reason of Revoked on their Kansas license cannot reapply for a period of two years from the date the license was revoked.

  • Business Entities with a license type of licensed producer (lines of authority held by employees, title, and self-service storage) cannot hold appointments directly with insurers.  Instead, the employed licensed producers must hold direct appointments with the insurers for which they write business. 

  • Business Entities that hold only the following lines of authority: Credit only, Car Rental only, or portable electronics only can be appointed directly by insurers for which they write business.
