Fees shown are state fees only. These fees do not include NIPR transaction fees.
- A licensing fee is prorated if the total days of licensing granted to the applicant is less than a full two (2) years or seven hundred and thirty (730 days) as determined by the assigned expiration date, which is final day of the applicants birth month two (2) years in the future. If the license is issued for a full two years or seven hundred and thirty (730) days, there is no prorating and the normal fee applies. Total length of license granted will be no less than eighteen (18) months and no more than twenty-nine (29) months.

Rules and Regulations
Applicant Can
- Submit initial license for business entities electronically.
- Submit for major lines of authority.

- Add lines of authority to (amend) an existing active license.
- Reinstate/reapply through NIPR's Resident License (RL) Application.
- Print licenses electronically.

Business Rules
Effective November 5, 2015 the Illinois Department of Insurance will no longer mail paper renewal notices or licenses that have historically been mailed by the Illinois Department of Insurance’s Licensing Division. License renewals will be emailed to the licensee’s email address of record. Once a new or renewed license is issued, licensees will be able to print their license by going to https://sbs.naic.org/solar-external-lookup/license-manager
Illinois prefers that you use the electronic application; paper applications can take six (6) to ten (10) weeks to process.
- Applicant must be one of the following legal business types:
- Partnership
- Limited Liability Company (LLC)
- Limited Liability Partnership (LLP)
- Corporation
- Sole Proprietorship
Navigator Certificate licenses are only issued for one (1) year.
Applicants must supply residence, business, and mailing address in Illinois. P.O. Box is only accepted for mailing address. Business address must be physical address.
Illinois Department of Insurance requires a list of all affiliations before a navigator certificate license will be issued.
Illinois only allows amendments to a license if the license is active and the applicant holds an active resident license with an equivalent line of authority (LOA). Illinois does not charge a state fee for amendments.
At least one (1) Designated Responsible Licensed Producer (DRLP) must be provided on the application and have an active resident or non-resident license in Illinois.

Each Designated Responsible Licensed Producer (DRLP) supplied on the application must be actively licensed in Illinois at the time the application is submitted. Unlicensed DRLPs are not permitted.
Business Entity applicants applying for Viatical Settlement Broker must enter a Designated Responsible Licensed Producer (DRLP) that is actively licensed as a Viatical Settlement Broker on PDB.
Business Entity applicants applying for Navigator Certificate must enter a Designated Responsible Licensed Producer (DRLP) that is actively licensed as a Navigator Certificate/Navigator OR Navigator Certificate/Certified Application Counselor.
Business Entity applicants applying for Public Adjuster must enter a Designated Responsible Licensed Producer (DRLP) that is actively licensed as a Public Adjuster on PDB.
Business Entity applicants applying for Public Adjuster – all entries on the Owner, Partner, Officer and Director (OPOD) section of the application must be actively licensed as a Public Adjuster on PDB.
Public Adjuster applicants are required to submit a bond in the amount of $20,000. Applicant is required to upload required documentation to the state via the NIPR Attachment Warehouse.
At least one (1) of the DRLPs specified on the application must also be specified as an owner, partner, officer or director.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. Paper applications can take six to ten weeks to process.
