Business Rules
Effective July 1, 2023, the Department will no longer accept paper applications. All applications must be filed through NIPR.com and all fees must be paid through EFT in the NIPR.com system. Any paper apps received on or after July 1, 2023, will be mailed back to the sender. Any applications received late as a result of submission of a paper application being returned will be the responsibility of the applicant and all lapses in licensure and any penalty fees for late submission will remain in place.
The Illinois Department of Insurance will be phasing out renewal reminders at the beginning of January 2024. NIPR has a free app that can be downloaded by all producers for iOS and Android devices that can be set up to send automatic reminders prior to license expiration dates. The Department requests all licensees to utilize this free services.
- Applicant must be one of the following legal business types:
- Corporation
- Partnership
- Limited Liability Company (LLC)
- Limited Liability Partnership (LLP)
- Sole Proprietor
Applicants whose license expired within the last twelve (12) months must reinstate that license through NIPR's Non-Resident License application.
- All business entity applicants must enter at least one Designated Responsible Licensed Producer (DRLP). Exclusion – the following license classes do not require a DRLP to be entered and can be left blank: Pharmacy Benefit Manager, Car Rental Limited, Portable Electronics Limited line license, Premium Finance Company, Third Party Administrator, Third Party Prescription Program, Employee Leasing Company and Self Service Storage Facility.
- Each DRLP entered must be actively licensed in Illinois (resident or non-resident). Unlicensed DRLPs are not permitted.
- Business Entity applicants applying for Viatical Settlement Broker must enter a Designated Responsible Licensed Producer (DRLP) that is actively licensed as a Viatical Settlement Broker on PDB.
- Business Entity applicants applying for Public Adjuster must enter a Designated Responsible Licensed Producer (DRLP) that is actively licensed as a Public Adjuster on PDB.
Each Designated Responsible Licensed Producer (DRLP) must have an active resident or non-resident license in Illinois. This excludes car rental and self-service storage limited licenses.
The DRLP must also be an officer, owner, partner or director.
If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
Renewal Periods
If the current date exceeds the expiration date, insurance producers must apply via the Non-Resident License (NRL) Application and pay double the normal license fee until twelve (12) months have transpired since expiration. After twelve (12) months, insurance producers must apply for a new license through the NRL application.
