Rules and Regulations
Applicant Can
- Submit renewals for business entities electronically.
- Submit renewals for major lines of authority.
- Submit renewals for limited lines of authority.
- Submit renewals for surplus lines for business entities.
- Late renew through NIPR's Resident License Renewal Application.
- Print license electronically.
Applicant Cannot

Business Rules
- Hawaii Memo
A licensee shall apply to the Department of Commerce and Consumer Affairs (”DCCA”) and the Insurance Commissioner for approval of the use or change of a trade name.
Applicant’s resident address and business address must be in Hawaii. Address may not contain a P.O. Box.
Applicant must not have an active non-resident license in Hawaii.
If the license went inactive before the expiration date of the license, applicant must contact the Hawaii Division of Insurance to reinstate.
All phone and fax numbers entered on application must contain ten (10) digits.
Surplus Lines Broker license applicants must only renew Casualty and Property.
At least one (1) Designated Responsible Licensed Producer (DRLP) must be provided on application and have an active license in Hawaii.
DRLPs must cumulatively cover the LOAs requested on the application.
Applicant must renew all active lines held at renewal.
Business email and business phone are required fields.
- Third Party Administrator applicants are required to:
- Go to https://cca.hawaii.gov/ins/producers/forms/ and open TPA CHECKLIST form. Check appropriate boxes on the form and complete the checklist to assure completion of application filing. A completed checklist and all documents required on the checklist must be submitted via NIPR's Attachments Warehouse.
- Third Party Administrator applicants must enter a valid United States business and mailing address.
- All applications for Third Party Administrator will defer to the state for review.
- Limited Lines Self-Service Storage Producer applicants are required to:
- Submit name, Hawaii resident address, telephone number and email of a designated responsible person who is responsible for the agency’s compliance with Hawaii insurance code via NIPR's Attachments Warehouse.
- Available to resident applicants only.
- Business Limited Lines Self-Service Storage Producer will defer to the state for review.
Pharmacy Benefit Manager, Services Contract Provider, and Vehicle Protect Product Warrantor do not need to submit supporting documents if you answer "yes" to any background questions on the application.
If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse.

Renewal Period:
- Starts: 90 days prior to the expiration date
- Ends: The end of July on a 2-year renewal cycle.
- Late Renewal: Up to one year past expiration date
