Rules and Regulations
Applicant Can
- Submit renewals for individuals electronically.
- Submit renewals for limited lines of authority.
- Submit renewals for major lines of authority.
- Submit renewals for surplus lines for individuals.
- Print licenses electronically.
Applicant Cannot
- Submit late renewals.
- Submit partial renewals.
Business Rules
All applicants must be tax compliant and submit all required documentation to Guam BEFORE June 15 of each year. If documentation is not submitted timely, applicant’s renewal will be subject to delay. Please contact Guam Department of Revenue and Taxation directly for more information.
Applicants must renew Insurance Producer Life when renewing Insurance Producer Variable Life and Annuity.
Applicant must hold an active Broker license to be eligible to renew Surplus Lines Broker.

- Proof of Errors and Omission Coverage (for Life only).
- Bonafide place of business (If building owned, letterhead with address will suffice. If renting, current lease agreement is required).
- Proof of Trust Account – copy of bank trust account statement.

- RESIDENT INDIVIDUAL SURPLUS LINE BROKER:
- Police Clearance from Guam Police Department.

- Bonafide place of business (If building owned, letterhead with address will suffice. If renting, current lease agreement is required).
- Surety Bond of $2,000 per additional DRLP.
- Proof of Trust Account if acting as DRLP or Reconciliation of Premium Trust Fund Account (PFTA) if applying as independent broker.
- Copy of audited financial statement of the company if acting as DRLP or Statement of Assets and Liabilities if applying as independent surplus lines broker.
- RESIDENT INDIVIDUAL INSURANCE PRODUCER:

Application information will be reviewed and processed by Guam Department of Revenue and Taxation. Most applications will be processed within 7-10 business days. You may check the status of your application here: https://nipr.com/licensing-center. If your application is approved you may visit the following link to print your license: https://nipr.com/help/print-your-license. If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse.

Continuing Education
- NIPR verifies compliance with the states CE requirement prior to allowing submission of a renewal application. You may select your resident state on the following link: Verify My CE to view your CE transcript and determine whether the state has updated your status to compliant in their system and on what date. It generally takes up to 72 hours from the compliance date for the status to be updated in our system.
