Rules and Regulations

Applicant Can

  • Submit initial license for individuals electronically.
  • Submit surplus lines for individuals.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's Resident License Application.
  • Print licenses electronically.

Business Rules

  • To  print your license, click the state on NIPR's license print page

  • Applicant must be eighteen (18) years old or older as determined from the applicant’s date of birth.

  • Residence or business address must be in the District of Columbia. Residence address may not contain a P.O. Box.

  • Applicant with a provisional status reason will be deferred for state review.

  • Applicant can apply for reinstatement through NIPR’s Resident License Application with an additional fee up to 365 days after license expiration.

  • Applicant must hold active property or casualty license or be applying simultaneously for property or casualty to apply for surplus lines of authority.

  • Applicant must hold active property or casualty line of authority or be applying simultaneously for property or casualty to apply for bail bond.

  • Applicants for the Variable Life and Variable Annuity of authority (LOA) must supply a FINRA Central Registry Depository (CRD) number on the application.  If you need to verify your CRD number you may use the Broker Search feature found on FINRA’s website.

  • Title applicants cannot apply for both Title Producer and title attorney. These two (2) lines of authority are mutually exclusive.

  • Applications requiring fingerprinting will be deferred for state review. A District of Columbia Department of Insurance Licensing Specialist will forward instructions on how to schedule a fingerprint appointment.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
