Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit major lines of authority.
  • Submit limited lines of authority.
  • Submit surplus lines for business entities.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's Non-Resident License ( NRL ) Application.
  • Print license electronically.

Business Rules

  • Applicant's national producer number (NPN) must match current PDB record for business entities, if applicable.

  • Applicant's Tax ID must match current PDB record for resident state. If not supplied in PDB, any Tax ID will be accepted.

  • Business entity applicants applying for Surplus Line Broker must hold an active Property & Casualty Insurance Producer license on the PDB prior to applying.

  • Electronic applications will only be issued for a two (2) year license term.

  • Applicants must have an active producer license in their own resident state.

  • Applicant must provide a valid business email address.

  • Rhode Island will allow reinstatements of a license if:

    • Expiration date is greater than thirty (30) days and less than three hundred and sixty-five (365) days.
    • Reinstatement must be processed through Non-Resident Renewal (NRR) Application.
  • At least one (1) Designated Responsible Licensed Producer (DRLP) must be provided on the application and have an active resident or non-resident license in Rhode Island.

  • DRLP not required for Portable Electronics Broker, Third Party Administrator Certificate of Authority, Third Party Administrator Registered or Third Party Administrator Waiver Certificate license classes.

  • DRLPs are not required to cumulatively cover the lines of authority (LOAs) on the business application.

  • Applicants for the Reinsurance license classes are required to hold active Insurance Producer license prior to applying and must select both single lines of casualty and property, and both single lines of life and accident and health or sickness.

  • All applications for the Third Party Administrator Certificate of Authority, Third Party Administrator Registered, and Third Party Administrator Waiver Certificate must provide annual report form and annual filing fee to Rhode Island Department of Business Regulation, Insurance Division.

  • Third Party Administrator Certificate of Authority and Third Party Administrator Registered licenses cannot be applied for or held simultaneously.

  • Third Party Administrator Waiver Certificate and Third Party Administrator Registered licenses cannot be applied for or held simultaneously.

  • Rhode Island only allows amendments to a license if license is active status.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse . The documents may also be submitted to the state via mail, email, or fax.
