Rules and Regulations

Applicant Can

  • Submit initial license for individuals electronically.
  • Submit surplus lines for individuals.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate through NIPR's Resident License Application.
  • Print license electronically.

Business Rules

  • Non-citizens of the U.S. will be reviewed by the state. Applicant must provide proof of Visa, Work Permit or Green Card to state of New Mexico. Fax documents to the Office of Superintendent of Producer Licensing Bureau (505) 827-4373 or email them to Agents.licensing@osi.nm.gov

  • Non-resident to Resident and Exam Waivers - please refer to the following link: https://www.osi.state.nm.us/index.php/insurance-exam-waiver/.

  • All resident applicants for a license and anyone wishing to activate a cancelled resident license must be fingerprinted as part of the application process. Please note that the producer licensing bureau does not consider the application complete until the background check process is completed. More information is available on the fingerprint page of the state's website.

  • Applicants may reinstate through Resident Licensing one year after license expiration date.

  • Applicants must use Resident Licensing Renewals to late renew if they are applying within one year of expiration date.

  • Independent Adjuster and Public Adjuster applicants shall file with OSI an original surety bond in favor of the superintendent in the aggregate amount of not less than ten thousand dollars ($10,000). The bond shall be one executed by an authorized surety insurer. Original bond must be mailed to PLB, PO Box 1689, Santa Fe, NM 87504.  We allow 10 days from the date of the application for the bond to be submitted/received.   • Bail Bond Property applicants must submit A Letter of Credit in the amount of $25,000 to the Superintendent of Insurance. Additional information and forms can be found on the NM OSI website under Individual Applications.

  • Applicants applying for Variable life and Variable Annuity or Fraternal Variable Life and Variable Annuity must hold an active life license in their resident state and must supply a FINRA Central Registry Depository (CRD) number on the application. If you need to verify your CRD number you may use the Broker Search feature found on FINRA's website.

  • Surplus Line Broker applicants must have an active Insurance Producer license for both single lines of Property and Casualty.

  • Applicant cannot hold a license for Personal Lines and Property and Casualty.

  • Applicant must provide a valid residence address. Residence address may not contain a P.O. Box.

  • Staff adjuster and Motor Club applicants must list the name and NAIC Company Co-Code of the sponsoring Company.

  • Staff Adjuster and Motor Club appointments must be submitted online after the license is issued.

  • Bail Bond Solicitor applicants must list the name and active license number of their sponsoring Bail Bond Property licensee.

  • Solicitor applicants must list the name and active license number of their sponsoring Limited Surety licensee.

  • Current title holders will automatically receive the Escrow Line of Authority (LOA) in addition to their Title LOA. Future applicants can take exams for Title, Escrow, or both, and will receive the corresponding LOAs.

  • New Lines of Authority for Insurance Consultants, including Fraternal, Fraternal Accident and Health, Fraternal Life, and Fraternal Variable Life and Annuity, will apply to the same license types. Exams are not required.

  • Independent and Staff Adjuster licenses converted to the Property and Casualty LOA, with options to add Workers Compensation and Public Entity LOAs.

  • New exams will be introduced for Independent and Staff Adjusters (Workers Compensation and Public Entity) and Insurance Producer (Escrow).

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
