Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit surplus lines for business entities.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate through NIPR's Resident License Application.
  • Print licenses electronically.
  • Applicant must currently hold or be applying for life if they are applying for variable.

Business Rules

  • Applicant must provide a valid business address. Business address may not contain a P.O. Box.

  • Applicant must provide at least one Individual entity type on the Owners, Officers, Partners and Directors page of the application.

  • Applicant's country of Domicile must be United States.

  • Sole Proprietorship applications are not permitted.

  • Insurance Producer (exception: Self-Service Storage), Bail Bond Property, Independent Adjuster, Insurance Consultant, Solicitor, Limited Surety, Motor Club, Surplus Line Broker, Public Adjuster and Viatical Broker applicants must submit affiliate form and fees. Affiliation fees must be submitted via paper form. Form 202B can be downloaded from the state.

  • At least one (1) Designated Responsible Licensed Producer (DRLP) must be listed on the application and have an active resident or non-resident license in New Mexico.

  • All DRLPs supplied on the transaction must have an active license (resident or non-resident) in New Mexico.

  • The DRLPs on the application must cumulatively cover all active lines of authority listed on the application at the time it is submitted for the business entity.

  • Applicants may reinstate through Resident Licensing  starting day 31 following license expiration date.

  • Applicants must use Resident Licensing Renewals to late renew if they are applying within 30 days of expiration date.

  • Surplus Line Broker applicants must have an active Insurance Producer license for both single lines of Property and Casualty.

  • Self-Service Storage applicants will need to submit training materials to Agents.licensing@osi.nm.gov after submitting application. 

  • Applicant cannot hold a license for personal lines and property and casualty.

  • Current title holders will automatically receive the Escrow Line of Authority (LOA) in addition to their Title LOA. Future applicants can take exams for Title, Escrow, or both, and will be able to apply for the corresponding LOAs.

  • Independent Adjuster licenses converted to the Property and Casualty LOA, with options to add Workers Compensation and Public Entity LOAs.

  • New Lines of Authority for Insurance Consultants, including Fraternal, Fraternal Accident and Health, Fraternal Life, and Fraternal Variable Life and Annuity, will apply to the same license types.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
