Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Submit surplus lines for business entities.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate through NIPR's Resident License Application.
  • Print Licenses Electronically.

Business Rules

  • Business entities must supply a New Jersey business address as their principal place of business. Business address cannot be P.O. Box.

  • Business entities must not have an active non-resident license in New Jersey.

  • New Jersey will allow reinstatement of a license through NIPR's Resident License Application if submitted one (1) year after expiration date. If within one (1) year, applicant must late renew using NIPR's Resident Renewal Application.

  • At least one (1) Designated Responsible Licensed Producer (DRLP) must be provided and have an active resident or non-resident license in New Jersey.

    • Exception:
      • Portable Electronics Insurance
      • Pharmacy Benefits Manager
      • Pharmacy Services Administrative Organization
  • Designated Responsible Licensed Producers (DRLPs) must cumulatively cover all requested lines of authority (LOAs).

    • Exceptions:
      • Third Party Administrator
      • Third Party Billing Service 
      • Pharmacy Benefits Manager
      • Pharmacy Services Administrative Organization

    Public Adjuster only requires a DRLP hold an active license in New Jersey.

  • Business entities cannot apply for a license amendment to an active license with an expiration date in the past.

  • Business entities must not have an inactive resident license in the state with an expiration date in the future.

  • Business entity applicants must submit a copy of the certificate of incorporation or partnership stamped "Filed" by the County Clerk, Department of Treasury, or other recording authority as well as, when applicable, the letter from the Department confirming approval of the name must be faxed to the Department. Recording by the County Clerk or others does not guarantee acceptance by the Department.

  • All applications for the Public Adjuster license class will be deferred to the state for further review. The New Jersey Public Adjusters' Licensing Act requires each licensee to maintain a $10,000 dollar bond from a surety insurer authorized in New Jersey. Proof of bond is required before license will be issued. The law also requires two (2) passport photos. Please provide proof of compliance for bond requirement and two (2) passport photos to the state.

  • Names that do not comply with N.J.A.C. 11:17- 2.7 will be disapproved.

  • Pharmacy Services Administrative Organization must submit the following supplemental documentation to the NIPR Attachment Warehouse:

    • The Application cover sheet.
    • Provide a description of the PSAO, including details on entities with shared boards/management and their relationships.
    • Describe the PSAO's proposed methods and locations of operation, including significant procedures and programs.
    • Include all relevant organizational documents (operating agreement, articles, charter, partnership agreement, etc.).
    • Attach bylaws, rules, and regulations governing the registrant’s internal affairs.
    • List names, addresses, and positions of key individuals; include ownership details and any legal actions.
    • Submit completed Biographical Affidavits.
    • Provide parent company information if applicable, including ownership charts.
    • Include the most recent year-end audited financial statements.
    • Explain in detail how the registrant is compensated for its services.
  • Pharmacy Services Administrative Organization must submit the following supplemental documentation to the NIPR Attachment Warehouse:

    • The Application cover sheet.
    • Provide a description of the PSAO, including details on entities with shared boards/management and their relationships.
    • Describe the PSAO's proposed methods and locations of operation, including significant procedures and programs.
    • Include all relevant organizational documents (operating agreement, articles, charter, partnership agreement, etc.).
    • Attach bylaws, rules, and regulations governing the registrant’s internal affairs.
    • List names, addresses, and positions of key individuals; include ownership details and any legal actions.
    • Submit completed Biographical Affidavits.

    • Include the most recent year-end audited financial statements.
    • Explain in detail how the registrant is compensated for its services.
  • If applicant responds "yes" to one of the background questions, please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax. All other required documentation must be forwarded directly to the state.
