Rules and Regulations

Applicant Can

  • Submit initial license applications for individuals electronically.
  • Print licenses electronically.

Applicant Cannot

  • Apply for major and limited lines of authority (LOA).

Business Rules

  • No Home State Eligibility: Applicants must not hold an active resident producer license in any state. Applicants with an active resident license are not eligible for a No Home State license.

  • Background Documentation: Applicants required to submit supporting documentation, including proof of U.S. citizenship or background documentation, must upload it through the NIPR Attachment Warehouse.

  • Motor Club: Applications must be submitted by the affiliated Motor Club. A Motor Club agent license will not be issued to an individual who is not affiliated with a Motor Club.

  • Supplemental Documentation: The following applicants must submit supplemental documentation through the NIPR Attachment Warehouse. See the state website for additional information:
