NAIC’s Uniform Licensing Application FAQs

Updates to the NAIC’s Uniform Licensing Application (“the Uniform Application”) will take place on April 10, 2026. Here are a few frequently asked questions to help stakeholders and the industry prepare for these upcoming changes.

What is the Uniform Application?

The Uniform Application is a standardized electronic form used by insurance professionals to apply for, renew, or amend licenses (both resident and non-resident) across multiple state jurisdictions.

Why are the updates happening to the application?

Changes are driven by the NAIC Producer Licensing Task Force to ensure standardization across states, streamlining the licensing process for licensees and reducing administrative burdens for users.

What key updates are being introduced in the Uniform Application for 2026?

The 2026 Uniform Application updates include: 

  • Clarified attestation language 
  • Clarified background question language 
  • Citizenship question added to individual renewal applications 
  • FINRA CRD# added to both individual and business entity renewal applications
  • Updated terminology and clearer instructions 

When will these changes happen?

The updates to the Uniform Application will appear on April 10, 2026.

What is impacted by these changes?

Updates will appear on all individual and business entity applications.

Will there be a window of time when application processing will be unavailable?

Application submissions will be unavailable after 4:00 p.m. CDT on April 9, 2026, while updates are made. Processing will resume on the morning of April 10, 2026, at 7:00 a.m. CDT.

Do these updates impact licensing applications for all states?

Yes, these changes will be applied to all 50 U.S. states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands.

What happens to incomplete applications I saved before April 9?

Any applications saved in the old system will be deleted on April 9, 2026.

How are states and jurisdictions preparing for these changes?

State Departments of Insurance are working to ensure their back-end office systems will accept and process the new application format.

How is the industry preparing for these changes?

NIPR has collaborated with industry partners to facilitate both readiness and the successful implementation of the necessary technical updates to the electronic application format.

Do I need to have additional information to submit applications when the changes are released?

The changes to the Uniform Application will occur on April 10, 2026. Licensing and compliance professionals, producers, and business entities should be prepared to provide:

  • More detail regarding criminal history, administrative proceedings, and financial status
  • Citizenship status
  • Non-citizens will need proof of eligibility to work in the U.S
  • FINRA CRD# on all individual and business entity renewal applications

  • Resident License (new and renewal)
  • Non-Resident License (new and renewal)
