Rules and Regulations
Applicant Can
- Submit initial license for individuals electronically.
- Apply for major and limited lines of authority (LOA).
- Amend licenses electronically.
- License printing available electronically.
Applicant Cannot
- Reinstate or reapply for an expired license.
Business Rules
Lines of Authority: Applicants may apply for one or more lines of authority. To apply for a Massachusetts line of authority, non-resident applicants must first hold the equivalent line of authority in their home state, unless otherwise permitted by the Division.
- Variable Life and Variable Annuity: Applicants must hold an active Life line of authority and provide a valid FINRA/CRD number. If the FINRA/CRD number provided is incorrect or invalid, the Variable lines will not be approved.
- Public Insurance Adjuster, Motor Vehicle Damage Appraiser, and Adviser Licenses: Non-resident applicants applying for a Public Insurance Adjuster, Motor Vehicle Damage Appraiser, or Adviser license must satisfy the applicable Massachusetts examination requirements.
- Lead Paint Surcharge: A $75 Lead Paint Surcharge applies when applying for or renewing Property, Casualty, and Personal Lines of authority.
- Background Documentation: Applicants required to submit supporting documentation, including proof of U.S. citizenship or background documentation, must upload it through the NIPR Attachment Warehouse.
DBA: Applicants may not enter a DBA name. Email DOINameApproval@mass.gov to add a DBA to an individual license.
Surplus Lines Broker: Must actively hold Producer Property and Casualty licenses or be from a state that does not require Property and Casualty licenses before issuance of a Surplus Lines license.
Reinsurance Intermediary Broker/Manager: Must be actively licensed as an Insurance Producer for at least three years.
Motor Club: Applications must be submitted by the affiliated Motor Club. A Motor Club agent license will not be issued to an individual who is not affiliated with a Motor Club.
