Rules and Regulations

Applicant Can

  • Submit initial license for business entities electronically.
  • Add lines of authority (amend) to an existing active license.
  • Reinstate/reapply through NIPR's No Home State License Application.
  • Print license electronically.

Applicant Cannot

  • Submit major lines of authority.
  • Submit limited lines of authority.

Business Rules

  • Applicant must not have an active resident state license on PDB in any state.

  • At least one Designated Responsible Licensed Producer (DRLP) must be listed on the application and must have an active Resident or Non-Resident license in Rhode Island.

  • The DRLP's are not required to cumulatively cover the LOAs on the business application.

  • DRLP not required for Third Party Administrator Certificate of Authority, Third Party Administrator Registered or Third Party Administrator Waiver Certificate license classes.

  • Applicants that have an inactive Rhode Island license that has expired within the past one year will be referred to no Home State Renewals to reinstate the license. Note: Any license that has a status reason other than Expired or that has been inactive more than 1 year can apply through No Home State initials as a new application.

  • Applicants that have LOAs that can be reinstated will not be allowed to apply for new LOAs until the license is reinstated.

  • Emergency, Public, Company/ Independent Adjuster licenses cannot be actively held simultaneously or held with Emergency Motor Vehicle Damage Appraiser license.

  • Applicant for Motor Vehicle Damage Appraiser license class must provide an employment affidavit if not currently employed with an insurance company.

  • Applicant must provide a business address that is not in the state of Rhode Island.

  • All applications for the Third Party Administrator Certificate of Authority, Third Party Administrator Registered, and Third Party Administrator Waiver Certificate must provide annual report form and annual filing fee to Rhode Island Department of Business Regulation, Insurance Division.

  • Third Party Administrator Certificate of Authority and Third Party Administrator Registered licenses cannot be applied for or held simultaneously.

  • Third Party Administrator Waiver Certificate and Third Party Administrator Registered licenses cannot be applied for or held simultaneously.

  • Applicants that currently hold an active Third Party Administrator Waiver Certificate may apply for Third Party Administrator Certificate of Authority with state approval.

  • Applicants that currently hold an active Third Party Administrator Certificate of Authority may apply for Third Party Administrator Waiver Certificate with state approval.

  • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
