Rules and Regulations

Applicant Can

  • Submit renewals for individuals electronically.
  • Submit renewals for limited lines of authority.
  • Print licenses electronically.
  • Applicant can late renew through NIPR's Non-Resident No Home State Renewal (NRNHS) application (exception: Sales Agent).

Business Rules

  • Fingerprinting Requirement – Appraiser and Umpire (Non-Resident)

    • All nonresident Appraiser and Umpire applicants are required to complete fingerprinting after submitting their application, regardless of their resident state.
    • After submitting an application through NIPR, applicants will receive a confirmation email containing the Fieldprint code and instructions needed to schedule and complete fingerprinting through Fieldprint.
    • For instructions and additional information, visit the Iowa Insurance Division’s fingerprinting page.
    • Note: NIPR does not process fingerprinting or criminal history checks and cannot answer questions regarding fingerprinting. Questions must be directed to the Iowa Insurance Division or the fingerprint vendor.
  • General Requirements

    • Applicants may not renew an Iowa nonresident license if Iowa is their resident state.
  • Address Requirements

    • Applicants must provide physical residence and business addresses.
    • Residence and business address fields cannot contain a P.O. Box or Private Mailbox (PMB).
  • Address Changes

    • Address information cannot be updated through the renewal application. The address displayed in the application is populated from the Producer Database (PDB).
    • To update an address before renewing:
      1. Submit the electronic NIPR Contact Change Form.
      2. Allow approximately 24–48 hours for the state to review and process the change and for the updated address to appear in the PDB.
      3. Return to the renewal application and confirm that the new address is displayed.
      4. Submit the renewal application only after the correct address appears.
    • Important: Do not submit the renewal application immediately after submitting an address change. If the renewal is submitted before the address change has been processed, the application may retain or restore the previous address. Begin the renewal process early to allow sufficient time for address changes and other updates before the license expiration date.
  • License Status Requirements

    • Applicants cannot use the renewal application if their Iowa license has any of the following status reasons:
      • Voluntary Surrender
      • Terminated
      • Canceled
      • Surrendered
      • Suspended
      • Revoked
    • Applicants with one of these license status reasons must apply through the initial licensing application.
  • Sales Agent Requirements

    • Applicants renewing a Sales Agent license must identify an affiliation with an active Iowa Pre-Need Seller license.
  • Non-U.S. Citizen Requirements

    • Applicants who are not U.S. citizens must submit a copy of a valid work permit issued by the appropriate federal immigration authority.
  • Background Questions and Documentation

    • Applicants should answer Yes to a background question only when there has been a new incident, charge, or conviction since the applicant’s last application or renewal.
      • Incidents, charges, or convictions previously disclosed to the Iowa Insurance Division do not need to be disclosed again.
    • Applicants who answer Yes must provide:
      • A written statement explaining the circumstances.
      • Official court, regulatory, or administrative documents showing the current status or final resolution of the matter.
      • Any additional documentation requested by the Iowa Insurance Division.
    • Supporting documents should be submitted electronically through NIPR’s Attachments Warehouse.

Continuing Education

NIPR verifies compliance with Iowa’s continuing education (CE) requirements before allowing submission of a renewal application. Use Continuing Education Transcripts to view your CE transcript and determine whether your status has been updated to CE compliant.

Important: Complete Your CE Early

We strongly recommend completing all CE requirements at least one month before your license expiration date. Although this is not a state-mandated deadline, completing CE early allows sufficient time for reporting and system processing. To avoid renewal delays, do not wait until your expiration date to complete CE or submit your renewal.

After your completed CE is reported and accepted by the state, it may take up to 72 hours for your compliant status to appear in NIPR’s system. Expedited processing offered by a CE provider does not eliminate this state-to-NIPR update time.

NIPR cannot manually update or override your CE status. You cannot submit a renewal application through NIPR until your status shows that you are CE compliant. If your license expires before your renewal is submitted, applicable late renewal fees or other state requirements will apply.

General Requirements

  • CE requirements and license renewal must be completed before the license expiration date.
  • Only courses approved by the Iowa Insurance Division satisfy Iowa’s CE requirements.
  • For complete requirements, review the Iowa Insurance Division Continuing Education Summary.

CE Questions and Assistance

NIPR does not administer Iowa’s continuing education program. NIPR receives the final CE compliance status reported by the state and allows the renewal application to proceed once the applicant is reported as compliant.

NIPR cannot:

  • Advise applicants which courses or credits they must complete
  • Confirm whether a course satisfies Iowa’s requirements
  • Process or report completed CE credits
  • Change or override an applicant’s CE status
  • Expedite the reporting or system-update process

For questions about CE requirements, approved courses, or your compliance status, contact the Iowa Insurance Division. Questions about whether completed credits have been submitted should be directed to your CE provider.

The following license classes/lines of authority must be CE compliant:

  • Sales Agent
