Business Rules

  • When applying for multiple lines of authority, DO NOT apply twice if you do not see the desired lines listed. Check off each desired line of authority on one application. If adding lines of authority to a license, please wait until the initial application has been approved and requested license shows on the Producer Database.  Submitting multiple applications before initial request has been approved will result in the applicant being charged twice. 

  • Applicant's name, birth date, license number, state of residence, Tax ID, and National Producer Number (NPN) must match current Producer Database (PDB) record for resident state..

  • Applicants can reapply for a license if license has been inactive more than one (1) year with status reason of renewal payment not received, or license is inactive for any length of time with any status reason other than renewal payment not received.

      • Applicants must be fingerprinted at initial application and at each two-year renewal. Each applicant must schedule an appointment to submit your fingerprints using IdentoGo.         • The West Virginia Offices of the Insurance Commissioner service code to utilize for fingerprints is 228NS5. You must report this service code when submitting your fingerprints or the West Virginia Offices of the Insurance Commissioner will not be able to view the results of your fingerprint records.

  • Surety Bail Bondsman 
    • If applying as a Surety Bondsman, you will need a limited lines Surety line of authority or a Producer license with a Property and Casualty lines of authority.  
    • Pre licensing education requirement of 20 hours per each line of authority for Property and Casualty. Click here to be directed to the approved pre licensing provider list look-up where you can find a certified provider. Please choose approved providers, West Virginia, and the pre licensing under education type
    • After completing the pre-licensing course, Surety Bondsman applicants may take the West Virginia Property and Casualty examination. Please take a copy of your proof of completion regarding the pre-licensing course to the test center. Note that you will not be able to sit for the insurance exam without proof of pre-licensing course completion. Pre-licensing course completions are valid for six months currently due to the Covid-19 emergency.
    • Please review the Insurance Licensing Examination Candidate Handbook. The handbook describes how, when and where to apply for the producer examination. The handbook can be viewed by clicking here.
    • After taking the examination, you will be given an exam score. The exam score will be sent to the West Virginia Offices of the Insurance Commissioner automatically. If you fail the exam, you may choose to reschedule at any time; however, there is an eight-test limit per lifetime of the individual pursuant to W. Va. Code §33-12-5. 
      • Apply for the Property and Casualty line of authority using NIPR.
      • Applicant must have an active Property and Casualty or Surety license before applying for the Surety Bail Bonds license.

  • Casualty applicant cannot also apply for surety.

  • Property and Casualty applicant cannot also apply for personal lines.

  • Self Storage cannot be applied for if applicant holds an active Insurance Producer license for Property and Casualty, or Personal Lines.

  • Applicants applying for the Self Storage line of authority must submit a supervising entity (a supervising entity is business entity that is a licensed insurance producer (this is rare) or an insurer (common) to West Virginia. The required form is located at WV Self-Storage/Supervising Entity Form. Please email this form to oicagentlicensing@wv.gov .   • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

  • Every business entity must notify the department in writing of any change in their O/P/O/D - Owners, Officers, Partners, Directors. There is no form or fee to make changes. The notice should be in writing and should contain the business entity name and FEIN and the reported changes. The notice can be faxed, mailed or emailed to the Department.

When relocating from another state to West Virginia, a letter of clearance (if state provides) is required. When relocating to another state from West Virginia, it is suggested the individual contact the state to see if a letter of clearance is required or if cancelling the license with WV is sufficient.

To print this documentation. This documentation will serve in lieu of a letter of clearance or letter of certification.

  • To print off the letter of clearance or certification in SBS solar, please use the following steps:
    •  Please visit or click https://www.wvinsurance.gov/Divisions/Licensing
    •  On the right-hand side, under the links section, please click on licensee lookup.
    •  The license manager screen will appear. Please enter jurisdiction as West Virginia and other required information for the customer.
    •  This page may be printed and will serve in lieu of a letter of clearance or certification.
