Business Rules (Individual)

Applicant must be at least 18 years of age to apply for a license.

Applicant must not have an active resident state license on the Producer Database in any state.

Applicant must provide either residence or business address that is not in Puerto Rico on the application.

Applicants with a status reason of Revoked or Suspension-Admin Action in any state cannot apply electronically. Please contact the Office of the Commissioner of Insurance of Puerto Rico to apply.

Applicant MUST NOT have an active resident or non-resident adjuster license on Producer Database (in any other state) in order to use the No Home State license application.

Non-U.S. Citizens must provide legal authorization to be employed in the United States. One of the following is acceptable and must be submitted to the Office of the Commissioner of Insurance of Puerto Rico:

  • Employment Authorization, Visa, Work Permit, Green Card issued by the U.S. Department of Homeland Security
  • Puerto Rican Driver’s License
  • Admission Record 1-94 and copy of valid foreign passport (applicable to emergency licenses only)

Important Note: Applicants for following adjuster licenses may not act on behalf of a business entity in Puerto Rico but may on behalf of a carrier with an NAIC company code. If the applicant will be adjusting on behalf of, or working for a business entity in Puerto Rico, the applicant must apply for an Authorized Person license for the same lines of authority as the business entity.

Public Adjusters:

  • Must not hold any other license type with Public Adjuster license.
  • Are required to submit a $10,000.00 bond in favor of the Commonwealth of Puerto Rico to the Office of the Commissioner of Insurance of Puerto Rico. A copy can be submitted after application is completed to cumplimiento@ocs.pr.gov in order to process the license but original bond is required for it to become valid. Bond must be notarized. If notary is outside of Puerto Rico, a copy of the Notary's certificate from the Secretary of State must be provided with bond.

Emergency Public Adjusters:

  • Must not hold any other license type with Emergency Public Adjuster license.
  • Are required to submit a $10,000.00 bond in favor of the Commonwealth of Puerto Rico to the Office of the Commissioner of Insurance of Puerto Rico. A copy can be submitted after application is completed to cumplimiento@ocs.pr.gov in order to process the license but original bond is required for it to become valid. Bond must be notarized. If notary is outside of Puerto Rico, a copy of the Notary's certificate from the Secretary of State must be provided with bond.
  • Submit a copy of driver's license and professional licenses, if applicable. Professional licenses may include, but not limited to real estate, attorney, accountant, etc.
  • Must submit required documentation by email to cumplimiento@ocs.pr.gov within 15 days of submitting application. If documentation is not received within the 15 day period the license will be revoked. Applicant will need to reapply and resubmit license fee.
  • License will be issued for 6 months and will not be renewable. Some exceptions may be made if requested in person or in writing directly to the Office of the Commissioner of Insurance of Puerto Rico.

Independent Adjuster:

  • Applicant must have an equivalent license in their resident state.
  • Puerto Rico does not allow Designated Home State applications.
  • Must not hold any other license type with Independent Adjuster license.

Emergency Independent Adjuster:

  • Must not hold any other license type with Emergency Independent Adjuster license.
  • Submit a copy of driver's license and professional licenses, if applicable. Professional licenses may include, but not limited to real estate, attorney, accountant, etc.
  • Must submit required documentation by email to cumplimiento@ocs.pr.gov within 15 days of submitting application. If documentation is not received within the 15 day period the license will be revoked. Applicant will need to reapply and resubmit license fee.

Business Rules (Business Entity)

Applicant must provide business address that is not in Puerto Rico on the application.

Designated Responsible Licensed Producer (DRLP) application requirements:

  • At least one (1) DRLP is required on application.
  • DRLP (s) must hold active Authorized Person license.
  • DRLP must hold ALL lines of authority requested on Business Entity application.
  • At least one (1) DRLP must also be listed as a Director, Officer, Partner, or Owner.

Important Note: Applicants must list at least one Designated Responsible Licensed Producer (DRLP) that holds an Authorized Person license with the same lines of authority as the business entity applying for.

All Business entities must be registered with the Secretary of State prior to becoming licensed in Puerto Rico. Applicant can register at www.estado.pr.gov. Please email a copy to cumplimiento@ocs.pr.gov and provide the NIPR transaction number, if applicable.. All applications will be deferred to Puerto Rico for verification and will not be processed until this is complete.
