Business Rules (Individual)

Intermediary individual means an agent, producer or an insurance broker.

Please note Wisconsin now uses the National Producer Number (NPN) as the license number.

The Intermediary (Agent) Individual license on the Producer Database and license certificate will display as Intermediary (Producer) Individual on the online application to help Producers select the correct license class. These two license class names are the same.

Applicant's name, birth date, license number, state of residence, Tax ID, and National Producer Number (NPN) must match current Producer Database (PDB) record for resident state.

Individual Employee Benefit Plan Administrator (EBPA) applicants and Managing General Agent (MGA) Individual applicants must actively hold a Wisconsin Intermediary (Producer) Individual license on PDB.

Intermediary (Producer) Individuals can reinstate through NIPR's Non-Resident License Renewal (NRR) Application for up to one (1) year past expiration date if the license is in Expired status.

Intermediary (Producer) Individuals must reapply more than one (1) year after license expiration date through the Non-Resident Licensing (NRL) Application.

If adding new lines of authority while license is in reinstatement period (late renewal), applicant must reinstate through NRR before amending.

If applying for new lines of authority but currently under the reinstatement period for  other lines of authority, applicant will need to surrender those lines of authority first by sending a statement to ociagentlicensing@wisconsin.gov before the new lines of authority can be applied for.  After the lines of authority are in ‘Voluntary Surrender’ status on the Producer Database (PDB), applicant will be able to use the Non-Resident License (NRL) application to apply for new lines.

Applicants holding or applying for Property and Casualty LOAs cannot apply for Personal Lines P&C. This authority is included in the major lines of Property and Casualty in the State of Wisconsin.

Applicants already holding Personal Lines P&C can apply for Property and Casualty LOAs.

Life Settlement (Viatical Settlement) applicants must submit the following to the state:

  • An original endorsement from a licensed insurer identifying professional liability insurance held in an amount not less than $1 million total annual aggregate.
  • A list of licensed providers and provide the name and addresses of companies the broker will be representing.
  • Provide evidence of completion of the life settlement 8-hour training requirement
  • Applicants can email the documentation to the state.

 Employee Benefit Plan Administrator applicants must submit the following to the state:

  • Proof of new original Performance Bond (signed & sealed) between $15,000.00 and $500,000.00.
  • Financial Statement for the administrator’s most recent completed fiscal year. (balance sheet & income statement)
  • Applicants must mail original performance bond directly to the state. All other documentation may be submitted via email at ociagentlicensing@wisconsin.gov.

If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

Applicants Please Read: Once your application has been submitted to the State of Wisconsin, you will have 90 days to submit any required information/requirements. Failure to supply the required documentation will cause your application to be CLOSED as EXPIRED. Fees are non-refundable.

If you applied for a license type in error, you will need to submit a written request to our office requesting the withdrawal of the application. The application process and the withdrawal of the application represents an administrative expense for the agency and, therefore, the fees are non-refundable.

Business Rules (Business Entity)

Intermediary (Producer) Firm means, agency, business entity, corporation, association, partnership, limited liability company, limited liability partnership, or other legal entity.

The Intermediary Firm license on the Producer Database and license certificate will display as Intermediary (Producer) Firm on the online application to help Producers select the correct license class. These two license class names are the same.

Wisconsin does NOT require a firm to be licensed; however, the option to obtain the license is available.

A firm has no authority to transact insurance business in our state—the authority to transact insurance business lies with the Designated Responsible Producer (DRLP) and the lines of authority they actively hold.

Applicant's Tax ID, license number, and state of residence must match current Producer Database (PDB) record for resident state.

Business Entity applicants must be one of the Legal Business Types listed below:

  • Partnership
  • Limited Liability Company (LLC)
  • Limited Liability Partnership (LLP)
  • Corporation
  • Sole Proprietorship

At least one (1) Designated Responsible License Producer (DRLP) must be listed on the application and hold an active resident or non-resident Intermediary (Producer) Individual license in Wisconsin for applicable licenses. Please see State Offerings section below.

Applicants applying for the Managing General Agent Firm license must have at least one DRLP licensed with an active Managing General Agent Individual license in the state of Wisconsin (resident or non-resident).

Note: An affiliation is not required and the applicant may skip the "Affiliations" page on the uniform application.

Applicants applying for the Travel Insurance Firm license must have at least one DRLP licensed with an active Intermediary (Producer) Individual license with the Travel LOA in the state of Wisconsin (resident or non-resident).

Business entities are not allowed to reinstate through Non-Resident Licensing (NRL). Business entities must reapply for a new license.

Life Settlement Firm (Viatical Settlement) applicants must submit the following to the state:

  • An original endorsement from a licensed insurer identifying professional liability insurance held in an amount not less than $1 million total annual aggregate.
  • A list of licensed providers and provide the name and addresses of companies the broker will be representing.
  • Provide copy of certificate of completion issued to the designated responsible Wisconsin-licensed individual representative regarding the 8-hour training requirement.
  • Applicants can email the documentation to the state.

Employee Benefit Plan Administrators applicants must submit the following to the state:
