Business Rules

  • Requirements for All Applicants
    • Be at least 18 years old or older
    • Resident/mailing address must be in resident state
    • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.
    • Please note: An application is considered unapproved and closed after thirty (30) calendar days if the applicant does not provide all required documentation. A new application and non-refundable processing fee is required.
    • Renewal status can be checked online, and if the expiration date shows the following year the license is renewed and can be printed online.
  • License-specific Requirements
    • Consultant:
      • Applicants cannot renew a Property & Casualty Consultant license if a Life & Health Consultant license has already been renewed and vice versa.
    • Surplus Lines Broker:
      • Applicants renewing Surplus Lines must hold active Surplus Lines license in resident state.
    • Viatical Settlement Broker:
      • Within 60 days of licensure and by March 1 annually thereafter, a Viatical Settlement Broker (VSB) must certify implementation of anti-fraud initiatives reasonably calculated to detect, prosecute, and prevent fraudulent viatical settlement acts to the Commission.
      • Complete the Annual Certification of Anti-Fraud Initiatives Form, then email completed certifications and/or any questions concerning your compliance status to VSBAnti-FraudPlan@scc.virginia.gov.

  • 183 calendar days

  • Not required to be reported to Virginia

  • Moving from another state to Virginia 
    • Your resident license in your previous home state must be inactivated to obtain a Virginia resident license.
    • If you apply within 90 days of inactivating your previous resident license, you will not be required to take the exam or get a Criminal History Record Report (CHRR) for licenses held in your previous home state.
    • Your Virginia nonresident license will remain active during the 90- day period.
    • Your appointments will remain active unless terminated for other reasons.
  • Moving from Virginia to another state:
    • Clearance letter, which when processed terminates all active licenses and appointments in Virginia, is required when moving to another state.
