Business Rules (Individual)

Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

No more than 6 digits allowed for business phone number extensions.

Applicant must not already have an active equivalent license for the requested LOA(s) in South Carolina.

Applicant must not hold another active resident license in another state.

Applicant must not have an active nonresident license in the state of South Carolina.

Applicant must provide a Residence and/or Business address in South Carolina.

All bondsman applicants - Professional Bondsman, Surety Bondsman, and Runner - must have resident, business and mailing address in South Carolina.

Residence and Business Address must not be P.O. Box.

Applicants who are non-citizen must provide proof of eligibility to work in the U.S.

Applicants for the Variable Contracts LOA must supply FINRA CRD number on application. They must also actively hold a Producer license with Life LOA or apply simultaneously.
Applicant may not apply for Limited Lines license class if they currently hold an active Producer license on PDB.

Applicant may not apply for Producer license class if they currently hold a Limited Lines license class on PDB.

Applicants applying for certain license classes and LOA combinations must pass required examination. See exam table for details.

Adjusters, Public Insurance Adjusters, and Appraiser licenses are required to submit South Carolina Law Enforcement Division (SLED) report.

Individual Producer, Individual Limited Lines, Professional Bail Bonds, Runners and Surety Bail Bonds applicants must have FBI background check submitted to South Carolina DOI before license can be approved.

Surplus lines broker applicant must actively hold a resident Producer license with a Property and Casualty LOA in South Carolina.

Surplus Lines Broker applicants must email Original Bond and Power of Attorney to South Carolina Department of Insurance before the review can be completed.

Before a license is issued to a Professional Bondsman, Surety Bondsman or Runner, the applicant must provide a complete set of fingerprints and a recent passport size full-face photograph.  The applicant must also undergo a state criminal records check.

Applicants requesting to apply for the Runner bondsman license must take exam and can only represent one Professional or one Surety bondsman.

Professional Bondsman licensees must take exam and must deposit $10,000 cash with their resident county clerk of court or where their primary business will be located. Cash or Certificate of Deposit is required before any property is pledged.

Surety Bondsman applicants must have a Producer license with Property or Casualty Line Of Authority OR Limited lines license with Surety Line Of Authority before applying for a Surety bondsman license.

Applicants applying for the Limited Lines license class with Title LOA need to submit the Financial Interest Disclosure, Form 3600 to South Carolina DOI.

Pre-need Insurance applicants must be actively licensed as a Funeral Director prior to applying. Pre-Need insurance applicants must also provide a copy of the South Carolina Funeral Director's license and submit letter of employment from a South Carolina licensed Funeral Home before the review can be completed.

Applicants with a South Carolina license in an inactive status may not apply electronically if status reason is denied, revoked or suspended.

If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

Business Rules (Business Entity)

Applicant must be one of the following legal business types:

  • Partnership
  • Limited Liability Company (LLC)
  • Limited Liability Partnership (LLP)
  • Corporation
  • Sole Proprietorship

Business address must not be a P.O. Box.

Applicant must not already have an active equivalent license for the requested LOA(s) in South Carolina.

Applicant must not hold another active resident license in another state.

Applicant must not have an active nonresident license in the state of South Carolina.

Applicant must provide a Business address in South Carolina.

Service Contract Providers, Third Party Administrators, Premium Service Companies, and Utilization Review license classes are not required to have a South Carolina business address.

Applicant must provide a valid email address and phone number.

At least one (1) Designated Responsible Licensed Producer (DRLP) must have an active resident or non-resident license in South Carolina. DRLP can be a licensed Producer, Surplus Lines Broker, or Limited Lines individual.

Service Contract Providers, Third Party Administrators, Premium Service Companies, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics and Self-Service Storage Facilities license classes are not required to have a Designated Responsible Licensed Producer (DRLP) on the application.

Business entity applicants must provide at least one Owner on the Owner Partner Officer Director page.  

Service Contract Providers, Third Party Administrators, Premium Service Companies, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics and Self-Service Storage Facilities license classes are not required to have an Owner listed on Owner on the Owner Partner Officer Director page.  

Third Party Administrators are required to submit Financial Statement, Biographical Affidavit, Service Agreement and Surety Bond in the amount of $75,000 or more in order to obtain license in South Carolina.

Agencies applying for the Utilization Review license class are required to submit a utilization review program to South Carolina Department of Insurance.

Agencies applying for the Service Contract Providers license must meet the financial obligations required by the state and provide any one of the following to the South Carolina Department of Insurance: A) Reimbursement insurance policy; B) Funded reserve account that must provide a minimum of 25,000 surety bond or a letter of credit; C) Audited financial statement on the applicant's parent company that must maintain a net worth of $100 million dollars or a 10k filing on the parent company's financial worth.

Motor Vehicle Rental Companies, Portable Electronics, and Self-Service Storage Facilities applicants must have an appointment with a company before a license is issued.

Premium Service Companies are required to file financial statements to South Carolina Department of Insurance by March 1st of every odd year.

Agencies applying for the Service Contract Provider license class are required to submit a copy of the service agreement and the latest financial statement to South Carolina Department of Insurance.
