Primary Rules (Individual)

License Printing

Business Rules (Individual)

Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

Applicant cannot apply for a resident license when active non-resident license exists in Pennsylvania.

Applicant must enter FINRA CRD number on application if applying for Variable Life/Variable Annuity.

Surplus Lines license applicant must have an active Resident Producer license with Property & Allied Lines and Casualty & Allied Lines prior to applying.

Applicants may reapply for a new license electronically one year after license expiration date.

Applicants may reapply through Resident Licensing (RL) if the license status is inactive and the status reason is not "Failure to Renew – Reinstateable" or "Canceled for Continuing Education – Reinstateable".

All LOAs that do NOT have the status reason "Failure to Renew- Reinstateable" or "Suspended for Continuing Ed – Reinstateable" must reapply through Resident Licensing (RL) for a new license.

If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents are stated as follows and may be submitted to the state via mail, email, or fax:

  • A written statement summarizing the details of each incident.
  • A copy of the petition, complaint or other document that commenced the criminal, lawsuit, arbitration, or mediation proceedings.
  • A copy of the official document, which demonstrates the resolution of the charges or any final judgment. Pennsylvania will also accept emailed documentation to the compliance unit.

Resident Public Adjuster, Motor Vehicle Physical Damage Appraiser and RES VIAT SETTLEMENTS BROKER license classes cannot reapply through initial application from 1 to 60 days after license expiration. Applicant is allowed to late renew through RLR up to 60 days following license expiration date.

Applicants applying for the following license classes must pass required examination:

  • Resident Producer Individual
  • Resident Surplus Lines
  • Resident Title Agent
  • Motor Vehicle Physical Damage Appraiser
  • Resident Public Adjuster
  • RES VIAT SETTLEMENTS  

All individual applicants are required to submit fingerprint documentation to the state of Pennsylvania. The following classes are EXCLUDED from fingerprint requirements:

  • Amendment applications
  • RES VIAT SETTLEMENTS BROKER
  • Motor Vehicle Physical Damage Appraiser
  • Resident Surplus Lines Producer

Applicants applying for Resident Title Agent license must obtain a Surety bond of no less than $100,000 must be obtained prior to transacting business in Pennsylvania.

Applicants cannot reapply for or reinstate license day 61 through day 63 after expiration date (may apply on day 64).

Applicants applying for Resident Title Agent license must be appointed with an insurer.

Applicants applying for Restricted Fraternal must submit an affidavit required by the Pennsylvania Department of Insurance.

All Resident Public Adjusters must use a contract approved by the Pennsylvania Insurance Department. Sample contract can be found on the website at www.insurance.pa.gov/licensees.

All Resident Public Adjusters must obtain a Surety Bond in the amount of no less than $20,000 prior to transacting business as a Public Adjuster in Pennsylvania.

All Motor Vehicle Physical Damage Appraiser applicants must complete a training course or have six (6) months of continuous experience related to this field (experience or course completion must have been obtained within the last three years). Fax or email a copy of your job description(s) showing you meet the six months continuous experience; or fax or email a completion certificate for special Education or training related to appraising motor vehicle physical damage to 717-787-8553 or email address is ra-in-producer@state.pa.us.

A fingerprint fee of $25.00 will be charged in addition to the licensing fee. The fingerprint fee is charged to all license classes except Motor Vehicle Physical Damage Appraiser, Resident Surplus Lines Producer and RES VIAT SETTLEMENTS BROKER.

Business Rules (Business Entity)

Applicant must be one of the following legal business types:

  • Corporation
  • Partnership
  • Limited Liability Company (LLC)
  • Limited Liability Partnership (LLP)

Sole Proprietorship business type is not accepted.

Registration with the PA Department of State, Corporation Bureau, is required Visit the state website for more information.

The business entity name will be reviewed upon application submission. Registration with the Pennsylvania Department of State, Corporation Bureau, is required. Instructions will be sent upon issuance of license. Visit the state website.

No certified education verification required before application.

Surplus lines applicants must have an active resident producer agency license with property & allied lines and casualty & allied lines prior to applying.

At least one (1) Designated Responsible Licensed Producer (DRLP) must be provided on the application.

DRLP(s) must cumulatively hold all LOAs being applied for by the Business Entity.

Applicants may reapply for a new license electronically one year after license expiration date.

Applicants applying for Resident Title Agency license must obtain a Fidelity bond of no less than $150,000 must be obtained prior to transacting business in Pennsylvania.

Applicants applying for Resident Title Agency license must be appointed with an insurer.
